Master plan (continued from page 3) the text of the master plan will be amended to include a specific reference to the “Rails to Trails” program. The plan contains a number of recommendations to enhance the ratable base of the community. The new master plan recommends a number of changes in land use designations to make it easier for developers to take advantage of changing market conditions, and recommends improved design standards and zoning regulations to reflect contemporary planning design criteria and to reduce the need for design waivers and variances. The plan does not call for any new sites to be developed on the east side of town, and makes reference to walkable communities in the commercial area along Franklin Turnpike, which is designed to encourage combined driveways serving adjoining sites in an effort to reduce the number of curb cuts along that street. All references to shuttles and trolleys have been deleted from the master plan, as have all references to encouraging more open space and the reference to any specified rate of open space acquisition. The plan emphasizes train and bus service as these modes of transportation reduce congestion in the streets and improve the flow of rush hour traffic.
