NJ Transit parking garage, but the proposal has been substantially changed from the original version unveiled last year. Russo Development of Carlstadt, who built the NYSE Euronet data center in Mahwah, has applied to the Ramsey Board of Adjustment to build the multi-family rental complex on the 7.1-acre site off Route 17, which is zoned B-3. The engineering plans are expected to be in the building department for review by Jan. 26, with the initial hearing in front of the board tentatively scheduled for Feb. 20, according to borough officials. The new proposal includes 72 one-bedroom units and 124 two-bedroom units, 26 of them with dens. They will be housed in three, three-story buildings, all within the 35-foot height required by ordinance for the B-3 zone. The developer revised the plans based on comments from board members and from public outreach meetings with neighbors. The original proposal featuring one 57foot high, six-story building (four residential levels with a two-level garage) is being replaced with a slightly smaller three-story residential building and a one-level underground garage. All 19 three-bedroom apartments were eliminated. The seven single-family homes proposed off Ferguson Place extension were also eliminated and replaced with two 11,568 square foot
structures. Neighbors had expressed concern that extending Ferguson Place would have required widening and would have decreased the useable front yard of their properties and decreased property values. The revised main building will be a 70,684 square foot triangular shaped structure housing 152 units around an open courtyard; the other two buildings near Ferguson Place will house 22 units each. A new 40-foot landscape buffer will be installed between these buildings and the existing homes on Ferguson Place. On-site parking for 383 cars will be provided, with 240 in the parking garage and 143 open spaces. The zoning ordinance requires 377.6 spaces. The financial impact analysis that is part of the application states that the complex will be an asset to the town, generating tax revenue in the amount of $768,170 and costing $347,510 in services, for a net gain of $420,660. The previous proposal, the analysis shows, would have produced a net gain of only $335,010 because the singlefamily homes (which would have sold for $675,000 each) and the three-bedroom units would have generated 16 school-age children. The new proposal anticipates 10 children attending public school.
