(continued from page 7) At the zoning board’s Dec. 5 meeting, Zisgen continued his cross examination of Fox, questioning him about the subsurface soil in the area of the easement. Fox said no ledge rock was found on the site and, even if solid rock were found at the location, the soil can be made permeable to drain water over a 36-hour period. He also voiced his opinion that the number of storm water retention locations proposed for the site would be adequate to address the drainage requirements. Zisgen asked Fox if the detention chambers would be overwhelmed in a storm like Hurricane Sandy. Fox said they would not be overwhelmed, but the drainage from such a hurricane would exceed the 10-year storm runoff the Filippones are required to meet. Zisgen asked if he had taken into account a 20-, 30-, or 50-year storm. Fox responded that the system is designed to a 10-year storm as required by the regulation. Zisgen asked if it might be necessary to blast a rock subsurface on the 1,000-foot driveway. Fox said it is possible to run into some ledge rock, but not for the entire 1,000 feet of the driveway. Zisgen also asked about the number of truck loads that would be necessary to export material from the site that may damage Midvale Mountain Road. Fox responded that the current application is not for a building permit, and that information is not available. Rabolli advised that any approval of the application would require a bond to repair any damage to that road. Jeffrey Doolittle, a civil engineer, testified at that hearing about his observation of the soil and slopes in the area of the easement. He also discussed his delineation of the location of a brook on the site and the riparian zone that is intended to protect a waterway. Zisgen told the board that Doolittle’s extensive testimony was intended to establish whether any construction would occur in the riparian zone and to lay the groundwork for a future witness. That witness, Zisgen said, will testify that it is not possible for drainage to get down to the bottom of the retention chambers because of the rock that will be encountered in the soil.
Girls enjoy shining moment
Mahwah Girl Scout Troops 838 and 1429 recently attended a Girl Scout Holiday Sparkle Dance hosted by Troop 903 at the Betsy Ross School auditorium. The girls wore their best sparkly attire and had an enjoyable night of dancing and holiday cheer. Everyone brought a donation for the Center for Food Action to help those in need this holiday season.
