The borough council last week introduced an ordinance extending the time the outdoor operation may function to 12 months. A public hearing on the ordinance is scheduled for May 28. The present ordinance, adopted in August, 2000, allows outdoor operations from May 3 through Oct. 3 of Limits on outdoor café operations may be lifted each calendar year, from 7 a.m. until 10 p.m. with a new application fee for each season. Under the new proposal, the annual fee and the hours of operation would remain the same, from 7 a.m. until 10 p.m. The council started considering a change in the ordinance last month, with some council members expressing concern about conditions during the winter months. Councilman Don Sciolaro said that businesses would The Traphagen Summer Camp has expanded this year to include technology and physical education programs in addition to its art and music sessions. Camp dates will be July 1 through 29, from 9 a.m. to noon. Camp will not be held July 4 or 5. The standard camp program is open to children who will be entering grades one through five. Students who will be entering grades two through five are eligible for an hour of art or technology, and children entering grades four through six may participate in instrumental music. Summer Explorers options include: Option 1 for $300 will include three hours of instruction in art, physical education, and technology. Instrumental music will be included for those who qualify. Summer Explorers Camp offered Option 2 for $175 will include one hour of instruction in one of the following areas: art, instrumental music, or technology. Students who will be entering sixth grade may choose one hour of either art or music. Option 3 will include three hours of instruction in physical education and theme days for $300. A two-week offering is available at reduced rates for students enrolled in a CCD program. A sibling discount is available for those who attend the four-week, three-hour program. Pricing is as follows: $300 for the first child, $250 for the second child, and $225 for the third child. Councilman Frank Palladino noted that logic would dictate such places would be closed in winter. Borough Administrator Gary Kratz pointed out that no heating devices would be allowed. “I hate to put limits. If they can make extra revenue, why not. It’s good for the town too,” said Mayor Tom Giordano at the time of the original discussion. Outdoor cafes are permitted as an accessory use to a restaurant located in the VC-2 and VC-3 Village Center districts; and C-1, C-2 and C-3 commercial districts. The ordinance requires that the café directly abut the restaurant to which it is accessory, and that a minimum of four feet of unobstructed paved surface of the sidewalk be available to pedestrian traffic. No exterior sound system is allowed. All outdoor furniture and other accessories must be stored indoors within one hour after closing. The council also introduced a revision to its ordinance affecting commercial water meters to state that any customer requiring a meter larger than one-inch must furnish the larger meter at his own cost. The customer would also bear the cost of any inspections for accuracy and repairs. The cost for the installation of a 5/8-inch meter would be increased from $50 to $280. A one-inch meter installation would be $390.
