Page 8 THE VILLADOM TIMES III • March 27, 2013 Upper Saddle River The Upper Saddle River Board of Education has introduced a $23,589,601 school budget for 2013-14. The spending plan includes a general fund that totals $22,073,244, special revenue fund (federal grants) of $230,000; and debt service of $1,286,357. The tax impact associated with the budget will be $86 for the owner of a borough home with the average assessed value of $730,000. The district was able to refinance two bonds, which will result in a savings of over $68,000 in 2013-14. New programs that include enhanced security (staff and equipment) in every school, a new middle school math textbook series, and continued staff development. Additional special education position will also be added at the middle school, and an Board introduces budget additional part-time basic skills teacher will be added to Bogert School. The tax levy increase will be 1.87 percent, so no public vote will be required on this spending plan. In 2012, the school district moved its school board election to November. According to the provisions of a 2012 state law, any district that agreed to move its election to November for at least four years is not required to hold a public vote on its budget as long as the district keeps its tax levy increase at or below the state-mandated cap. That cap is currently two percent. The taxes associated with the school district’s budget are one component of the overall property tax rate paid by borough residents. That overall rate also includes taxes to support municipal and Bergen County functions. Consumer finance expert Rick Feingold will visit the Upper Saddle River Library on April 2 to present a demonstration showing the tricks of the trade for buying and selling on the Internet. The program will be held from 7 to 8:30 p.m. The discussion will include tips on selling household items and cars on Craigslist; selling books, DVDs, and CDs on Amazon; saving 40 to 50 percent on hotels using Hotwire and Priceline; and earning free flights and shopping for new and low-mileage preowned cars on the Internet. On Sunday, April 28 the library will hold an antique appraisal from 2 to 4 p.m. Library hosts varied programs Alan Snyder, a certified antiques and estate appraiser from A.G. Snyder & Associates, will be at the library to make the appraisals. Attendees are invited to bring up to two treasures and find out what they are worth. Items may include furniture, silver, jewelry, prints, paintings, photographs, hand tools, and household goods. In addition to the appraisals, Snyder will discuss the current antiques and collectibles marketplace and collecting trends. This program is limited to 40 attendees. Upper Saddle River defeated Franklin Lakes in the finals of the fifth grade Boys North Jersey Junior Basketball League championship game. USR was down throughout most of the game, scoring three points in the second quarter and seven points in the third quarter, and were down by 12 at one point. They played the best quarter of basketball in the most important game of the year, scoring 25 points in the fourth quarter to win 43-41. This is the second consecutive championship for the USR team.
