The sump pump ordinance adopted by Waldwick in May 2011 paid high dividends again in 2012, according to borough officials. The trailblazing approach to reducing surface water from going into the sanitary sewer system has resulted in a $250,000 savings in treatment charges in the two years the ordinance has been in place. “We anticipate a minimal tax increase for municipal purposes in 2013. It will be the lowest increase in a very long time, and it is mostly attributable to the sump pump ordinance starting to bear fruit,” said Borough Administrator Gary Kratz. The ordinance forces residents to disconnect illicit pumps or face monthly surcharges on their sewer utility bill. Compliance is verified through home inspections, and

to date two sections of town near the Wyckoff border have been completed. This year the area west of Crescent Avenue up to Farm Estates will be added, Kratz said. The borough plans to budget $75,000 this year to address areas identified in the first two sections. Resident compliance, which Kratz said had been nearly 100 percent, has also resulted in alleviating flooding at the Derby Lane sanitary sewer pump station. By eliminating the illegal sump pump discharge, the borough hopes to ultimately cut in half its bill to the Northwest Bergen Utilities Authority, since clean storm water is treated as sewage if the pumps are connected to slop sinks or house drains. The borough was paying nearly $2 million a year for sanitary sewer treatment before the sump
pump ordinance. Cutting down on the flow to the Northwest Bergen Utilities Authority sewerage treatment plant off Franklin Avenue in Wyckoff would also ultimately preclude the need for an expansion of the Derby Lane pump facility, Kratz said.
