Viviani said she would survey other towns to see how they handle similar situations. She said she did not know how much such a benefit would cost the borough, not knowing how many people would actually qualify or avail themselves of the benefit if it were offered. Viviani said permit fees add up, considering that water heaters, air conditioners, generators, new pools, etc. all need permits. She suggested maximum benefits per year be considered. Borough Administrator Gary Kratz said the entire amount of a fee could not be waived because on some permits and licenses the state receives a cut. He said whatever was decided would require an amendment to the fee ordinance. Councilman Andrew Brenecke asked that actual permits given over a past period be cross-checked against a qualifying roster to determine the potential impact. “We have a lot of exploring to do,” Kratz said. “Then the council will have to define who the beneficiaries would be.” Resident Frank McKenna, speaking during the public portion of the meeting, suggested the borough host a BBQ at Borough Park and invite all volunteers. “It would be recognition but not burdensome and would create no hard feelings,” he said.
