McMahon The Franklin Lakes Council has adopted an ordinance to establish the 2013 salaries and other compensation of the officers, managerial staff, and other employees of the borough. The non-union employees covered by this ordinance will receive a two percent increase in salary while the current contract for the employees who are members of the American Federation of State County and Municipal Employees AFLCIO Local 2274B will receive a 1.75 percent increase, or any step increase due this year. Members of the Policemen’s Benevolent Association Local#150 will receive a one percent increase, or any step increase due this year. All increases are retroactive to Jan. 1. The following rates of compensation are some of those that are included in the ordinance. The mayor, at his request, receives no compensation. The compensation for the members of the borough council will remain at $6,000. The salaries include: borough administrator, $162,445; borough clerk, $72,237 plus $150 per session for extra or special sessions; deputy borough clerk, $42,269; administrative assistant to the mayor and administrator, $43,297; police chief, $153,000; police lieutenant, $144,488; construction official, $78,654; tax assessor, $34,953; chief financial officer, $112,032; tax collector, $12,000; superintendent of the DPW, $112,231; municipal court administrator, $64,848; recreation director, $92,987; and police chief’s secretary, $41,132. The salary of the municipal court judge will be $17,000 plus $475 per court session after three. The municipal prosecutor earns $14,000 plus $375 per court session after three. Salaries also include: municipal public defender, $4,500; zoning officer, $14,982; and shade tree director, $34,953. In addition to the salary increases, the policy of paying length of service compensation to all full time borough employees who were hired prior to Jan. 1, 2000 is continued in the 2013 salary ordinance. Longevity compensation ranges from three percent of an eligible employee’s annual salary at the start of the fourth year of service up to 10 percent at the start of the 18th year of service and thereafter. The ordinance also sets the following 2013 salary levels of the members of AFSCME: deputy tax collector, $45,000; tax assessor clerk/assistant to borough administrator, $38,134; planning and zoning board secretary, $44,269; police dispatchers, $28,559 to $51,887; department of public works mechanic, $65,340; DPW maintenance person, $32,834 to $64,383; technical assistant to construction official, $45,593; fire sub-code official, $32,359; deputy court administrator, $46,461; assistant recreation director, $40,653; assistant superintendent of public works, $80,986; fire prevention bureau chief, $22,715; plumbing sub code official, $22,556; and board of health secretary/ registrar, $48,281. The 2013 compensation for each PBA employee hired prior to Jan. 1, 1999 will be: sergeants, $123,126 with four to five years of service to $131,493 with 18 plus years of service; and patrolmen from $118,073 in year eight up to $124,887 in year 18 and beyond. Compensation for PBA members hired between Jan. 1, 1999 and March 27, 2012 will be: sergeants, $119,540 up to $131,493 with 25 years and beyond; and patrolmen, $41,752 with police academy basic training up to $124,887 with 25 years and beyond. Compensation for PBA members hired on or after March 28, 2012 will be: sergeants, from $119,540 in years one through five up to $131,493 in year 25 and beyond; and patrolmen, from $41,752 with police academy basic training up to $124,887 with 25 years and beyond.
