Jaworski also explained that, under the township’s Transportation Improvement District ordinance pertaining to the mall, $6 million will be collected from impact fees paid by tenants of the mall, with 40 percent, or $2.4 million, to be used to fund the developer’s off-site traffic improvements. The balance of $3.6 million is to be used by the township at its discretion. He emphasized that if the off-site improvements cost more than the $2.5 million, the developer would be responsible for the additional expense. About 40 members of the public attended the meeting and several voiced their continuing concerns about various aspects of the traffic plan. Those concerns include the impact of the mall traffic on the Stag Hill Road and Ramapo Brae residential communities, which have only one access road that must be used by emergency vehicles traveling to those communities. In addition, concerns were expressed about the effect a serious accident at the Mountainside and Cross roads intersection would have on traffic in the mall area and about the radius of the cloverleaf ramp which would only contain one lane of traffic. Concern was also expressed about the adequacy of the improvements at the Ramapo Valley Road intersection with Route 17. He also recommended that barrier curbing be constructed north of the intersection of Cross and Mountainside roads at the exit drive from the mall to prevent traffic from proceeding north from Cross Road to an entrance to the mall farther to the north. Rocciolo recommended that a left turn arrow be added to traffic signal to permit traffic to travel across the Route 17 overpass toward the Stag Hill area after stopping for that traffic signal, but before the vehicles that would be exiting the mall opposite the Mountainside Road intersection. Board member Ward Donigian expressed concern about the number of cars that would be stacked up waiting to make a left turn at the traffic signal at the Mountainside Road intersection. Disario advised that the left turn lane could be extended if needed. Several other issues were raised at the meeting.
