Trust fund
(continued from page 9) the trust fund monies was caused by Governor Chris Christie’s plan to transfer about $200 million from the state’s Affordable Housing Trust Fund that was being stored in municipal escrow accounts to the state’s general fund to help balance the state’s budget. He had set a date of July 17, 2012 for any money in those escrow accounts to be transferred if plans for the commitment for the expenditure of those funds for affordable housing are not submitted to the state by that date. Christie had also moved the state’s Council on Affordable Housing to the Department of Community Affairs. However, in March, a state Appellate Court ruling reinstated COAH and its control of the affordable housing trust fund. As a result, the governor may not be legally able to use that money in his budget, which must be approved by July 1. The governor is expected to appeal the recent ruling in the New Jersey Supreme Court.
