October 3, 2012 THE VILLADOM TIMES III • Page 7 Ho-Ho-Kus Council gets connection update, OK’s Twin Brook case by Jennifer Crusco Jim and Patty Boyd returned to Ho-Ho-Kus last week, seeking an update on the council’s consideration of their request for a connection to the borough’s sewer system. The Saddle River residents live on Mill Road near the border with Ho-Ho-Kus, and are in the process of selling their home. Jim Boyd advised the Ho-Ho-Kus Council that he had already filed an application with the Northwest Bergen County Utilities Authority, and anticipated approval from that entity in the near future. He also noted that he had met with Saddle River officials who were prepared to grant their approval of the change, but were awaiting information from the utilities authority and from Ho-Ho-Kus. “We’re looking for whatever we can do to expedite the situation,” Boyd told the council. At the prior week’s work session, the Boyds explained that their New Jersey home is currently under contract. As part of the sale process, they had pursued a new septic system, but various restrictions involving nearby wells and a creek have led the Boyds to the conclusion that the sewer connection is a more viable option. Ho-Ho-Kus Borough Attorney David Bole told the citizens that the sewer connections are typically effected by ordinance. Bole noted last week that he had spoken to HoHo-Kus Borough Engineer David Hals, who was reaching out to the engineer for Saddle River. The attorney told the Boyds that Ho-Ho-Kus officials are aware of the citizens’ impending closing deadlines, and said the ordinance could be introduced at the council’s October meeting. Bole added that the need for scheduling a special meeting to approve the ordinance would be another issue. Ho-Ho-Kus Mayor Thomas Randall, who is also an attorney, explained that there must be at least 10 days between the introduction of an ordinance and its public hearing and adoption vote. “Our meetings are seven days apart,” Randall told the Boyds. (The council’s meetings are generally held on the third and fourth Tuesday of each month.) He noted that the council would still have to follow the prescribed chronology, but would attempt to expedite the Boyds’ departure to Pennsylvania, where they plan to purchase their new home. Councilman Kevin Shea asked the Boys about their time constraints and their closing dates. Mr. Boyd indicated that the closing on the Saddle River property had been scheduled for last week, and had already been postponed until late October. Mayor Randall added, “There is no difficulty I see – just your timing.” Mrs. Boyd thanked the mayor and council for their consideration. In other business, the council approved the ordinance to allow the owners of a property on Twin Brook Road in Saddle River to connect to the Ho-Ho-Kus sewer system. That ordinance had been introduced in August. When property owners from other municipalities connect to the system in Ho-Ho-Kus, the individuals pay for the service, which can cost between $2,500 and $3,000 for the initial hookup. The property owners are then billed for use on an annual basis. As of last week, Ho-Ho-Kus has 36 connections from Washington Township, eight from Waldwick, and four from Saddle River. The Boyds’ connection would be the fifth from Saddle River.
