Board Vice President Robert Hutton will compete with James Morgan for the unexpired one-year term. B. Vincent Loncto, an appointed board member since last year, will seek a three-year seat in a contest with Gina Damasco, a Incumbents to face challengers in school election graduate of Ridgewood High School and an attorney. The board also introduced a school budget that totals $95,416,105 and is at cap. Voters will be asked to cast their ballots on the $82,949,642 tax levy associated with the spending plan. Ridgewood opted to retain the April election along with a handful of towns in Northwest Bergen County to pass up the state initiative to hold elections in November and to delete budget approval from the ballot if the budget increase can be kept at or below the state-mandated cap, which is currently two percent. Ridgewood board members said they did not want their candidates or a possible budget vote to be lost in the shuffle of a November election. J. KOSTER An 18-year-old apprehended on the Willard School property was charged with possession of marijuana, possession of drug paraphernalia, being under the influence of a controlled dangerous substance, and attempting to elude arrest, and another 18year-old was charged with illegal possession of alcohol after Ridgewood Patrolman John Chuck questioned a group of teens at 10 p.m. on Feb. 23. The two 18-year-olds, both of whom are Ridgewood residents, were released after Village police charge teens being charged. They now face an appearance in Ridgewood Municipal Court. Three juveniles were taken into custody and released to their parents pending juvenile court action. Patrolman Chuck had stopped a 23-yearold Ridgewood motorist the previous day and arrested the driver with possession of marijuana and possession of a controlled dangerous substance in a motor vehicle.
