Salary cap dilemma (continued from page 4) many qualified candidates in the state who will want to fill the positions left by retiring superintendents. Many educators are critical of the salary caps, and point out that the top talent in the state is being forced to retire or leave New Jersey. They also claim the new regulation costs taxpayers more money than it saves because the taxpayers must pay the retiring superintendents’ pensions and the salaries of the new superintendents.
