Jack Vernon Wirts Surplus funds (continued from page 7) years of fiscal responsibility and diligent savings by the library board of trustees. Gerry McMahon, the library director, also emphasized that the state librarian approved the library’s strategic plan and amount of surplus to be returned to the borough, and that amount was immediately sent to the borough when the approval was received. McMahon said the capital projects that will be undertaken at the library this year include resolving roof issues, technology improvements, construction of a canopy at the entrance, and new flooring in the high traffic area on the first floor. In 2011, Bivona and the council complained that the library board was transferring surplus money into capital projects instead of returning it to the borough. The library trustees responded that they had been focusing on capital improvement projects since the renovation of the library was completed in 2004. The trustees noted that there were significant problems with the contractor toward the end of the construction project that resulted in litigation over many items the contractor left unfinished, and many of the ongoing capital improvements are related to the expansion project. Bivona claimed, however, that the capital projects in the library board’s strategic plan were not specific, and had broad descriptions without bids to back up the cost estimates. He said it was not the intent of the statute to allocate funds for projects that are not specific. The trustees said they have been operating in a fiscally prudent manner while upholding their oath to act in the best interests of the library. They have pointed out that the consulting firm they hired conducted surveys, met with focus groups, and held town hall meetings of diverse groups of residents during which they heard the desire of the public for the library to continue its investment in technology, and they heard various opinions about how to improve the use of the library space.
