McMahon United Water New Jersey has applied to the Franklin Lakes Planning Board for approval of a site plan for the improvement of a water treatment plant located on a portion of the borough-owned McBride Field on Franklin Lake Road. The plan calls for the existing treatment plant, a small, one-story building on the Wyandotte Drive side of the field, to be demolished and replaced with a new and larger one-story building with front and side yard access doors and expanded driveway access, underground water lines, and fiber optic lines extending from the new building to Wyandotte Drive. If approved by the planning board, the treatment plant would house a new well and the existing storm water sewer system on the site would be modified. In addition, the existing fire hydrant in front of the building would be removed and a new fire hydrant would be installed and a water line would be installed from the United Water building on High Mountain Road in the public rights-of-way around McBride Field. United Water would fully landscape the site if the borough grants approval to allow plantings on borough-owned property outside the utility’s easement. The planning board recently opened the public hearing and heard testimony from two engineers. Anthony Delescinskis, a senior project engineer for United Water, explained that the two wells at the Wyandotte plant need to be upgraded because there are iron and manganese in the water which, while not a health problem, discolor the water. He said after extensive testing since 2009 it was found that a green sand filter was extremely effective in removing those chemicals and the New Jersey Department of Environmental Protection has issued a permit to proceed with the project that would combine the water flow from the High Mountain Road treatment plant with that from the new well at the Wyandotte Drive facility where the combined water would flow through the filter and be disinfected with chlorine. Delescinskis said the piping would be installed in the public right-of-way on High Mountain Road, Franklin Lake Road, and Wyandotte Drive, and would not traverse McBride Field. He said the new filtration system would be located at the Wyandotte Drive building because that well draws two to three times the amount of water than the well at the High Mountain Road plant. According to Delescinskis, a new well would be drilled at the site of the new treatment plant on Wyandotte Drive and the two existing wells there would then be abandoned. The new well, which he estimated would be 80 to 90 feet deep, would not (continued on page 17) a game of chance – it requires strategy and insight.
