The Midland Park Council has introduced a $10,045,306 municipal-purpose budget for 2012. The public hearing and adoption are scheduled for the council’s May 10 meeting. The total amount to be raised by taxation, $6,707,208, includes $6,288,933 for municipal purposes, including administration, tax collection, insurance, utilities, and

court costs. The balance of the tax levy includes $418,275 that will be devoted to the public library, a contribution based on property values as required by state law. As introduced, the budget will result in a tax increase of $50 for the owner of a property assessed at the average value of $392,000.
The recent revaluation mandated by Bergen County resulted in a $75,000 increase in the borough’s average assessment. Of the $50 average tax increase, $13 is attributable to the uptick in property values, according to the statement that accompanies the budget. The municipal-purpose tax does not include taxes assessed for the support of the local school system or for Bergen County. In 2012, the borough expects to receive $1,336,364 from several sources of revenue other than property taxes. Those sources include $105,015 in fees and permits, up from $70,000 in 2011. Court revenues are also expected to increase, and have been budgeted at $71,500, up from $59,000 last year. The cell tower is expected to generate $145,000, and the cable franchise fee has been budgeted at $92,766. Additional sources of miscellaneous revenue include $56,878 in consolidated municipal property tax relief aid, $471,562 from the energy receipts tax, and $18,266 from the supplemental energy receipts tax. Uniform construction code fees are expected to total $104,700 in 2012, up from $65,000 in 2011. The borough will also receive $546,706 in state aid, the exact amount provided to the borough in 2011. Interest from deposits has been budgeted at $45,000, down from $90,000 in 2011. General appropriations within the cap will total $6,604,688. Appropriations include $2,729,456 in salaries and wages, $738,400 for the employees’ group health plan, and $304,000 for general liability insurance. Costs also include $80,000 for electricity, $90,000 for street lighting, $39,000 for telephones, $10,000 for water, $22,500 for natural gas, and $85,000 for gasoline. Landfill/solid waste disposal costs have been budgeted at $300,000. Appropriations that are excluded from caps include $1,277,000 in contractual sewer service charges from the Northwest Bergen County Utilities Authority, and $60,000 for the Length of Service Awards Program, commonly known as LOSAP. The borough benefits from a number of shared service agreements with other area municipalities, including consolidated dispatch with Wyckoff, 911 service with Paramus, and the shared use of the pistol range in Waldwick. Midland Park also shares services provided by various professionals, including construction code officials who also work in Allendale and a chief financial officer and tax collector who also works in Glen Rock. The borough also shares court services with Waldwick. In total, the borough plans to spend $526,000 in shared services in 2012, up from $508,911 in 2011.
