In broadcasting for over 30 years, he was senior vice president for Fox Television Stations. He was a registered professional engineer in the State of New Jersey. He is survived by his wife, Patricia (Gill) Arbuckle of Mahwah, daughter and son-in-law Jennifer and Adam Waite, grandson Aidan Waite of Tucson, Arizona, and his parents Earl Jr. and Jean Arbuckle of Whittier, California. He will be buried at sea by the U.S. Navy pursuant to his wishes. William F. Barrow of Mahwah, formerly of North Bergen, died Sept. 5. He was 84. He was a U.S. Navy veteran of WWII. He was a printer by trade and retired as a plant manager for Unified Data in Paramus. He was a parishioner of Our Lady of Fatima Church in North Bergen where he was an usher and volunteer. He was a member of the Knights of Columbus, Pope John XXIII Council. He is survived by his wife Rosemarie (Federico), his children Carlene Barrow, Laurie Herscheit, and Jacklyn Carlstrom, eight grandchildren, three great-grandchildren, and his brother Raymond. He was predeceased by his brothers Joseph, Edward, and Thomas Barrow, his sister Evelyn Purcell, and his grandson Ryan. Arrangements were made by Van Emburgh-Sneider-Pernice Funeral Home in Ramsey. She was 76. A pioneer in the field of exceptional-student education, she started one of the country’s first public school programs for gifted students. She was department supervisor for the Ramsey School District’s Gifted and Talented program. She led workshops and lectures on the topic to teachers, administrators, the New Jersey Board of Education, and at area colleges and universities. She coached the Ramsey High School Olympics of the Mind Bowl Team, and was a member of the Bergen County Office of Cultural and Historic Affairs and the Ramsey Historical Association. In Florida, she was a member of the Razzberry Tarts chapter of the Red Hat Society and Welcome Newcomers. She is survived by her sons Jed of Ramsey and Tom of Sarasota, six grandchildren, and her siblings Bill Porter of Dunedin, Florida, Bob Porter of Saint Petersburg, Florida, and Joan Williams of Belleair Beach, Florida. Caleb “Cal” Stockbridge Dano of Dallas, Georgia, for- Earl F. Arbuckle III merly of Ramsey, died Sept. 1. He was 78. He was a U.S. Army veteran. He studied mechanical engineering at City College of New York and marketing at Pace University. Before retiring in 2001, he was a database analyst/programmer for AT&T. He had previously been employed at Western Union as a senior operations analyst. He is survived by his children Michael Messinger of Midland Park, Joyce Sanfilippo of Dallas, Georgia, and Michele Steiner of Acworth, Georgia. He is also survived by several grandchildren and by his sister Martha Seher of Clementon. He was predeceased by his wife Anne. Arrangements were made by Vander Plaat Funeral Home in Wyckoff. Daniel Webster Inserra Sr. of Raleigh, North Carolina, formerly of Mahwah and Jupiter, Florida, died Sept. 7. He was 80. He began his career began with his family business, Patsy’s Market in Lyndhurst, which later became ShopRite Supermarkets. He left ShopRite and pursued many other business ventures. He was a parishioner of Church of the Presentation in Upper Saddle River. He is survived by his wife Evelyn (nee Deno), his children Daniel W., Jr., Diane Rosini, Denise Inserra-Vergnes, and Doree Tschudy, six grandchildren, and his siblings Ray Inserra and Babe Schiano. A graduate of Calvin College with degrees in math and Latin, she worked for 15 years as an assistant for Skyline Greenhouse in Ramsey. She was a piano teacher. She was a member of Ridgewood Christian Reformed Church where she served as elder and deacon and ran the Baby Bank. She is survived by her children Sally Stegink of Michigan, Virginia Vander Plaat of Hawthorne, David Meyers of Georgia, and Pamela Weber of Wantage, 12 grandchildren, four great-grandchildren, and her siblings Marguerite Van Hook and Jay Van Hook. Janice Read, nee Tricker, of Wyckoff, formerly of Ridgewood, died Sept. 2. She was a graduate of Ridgewood High School and The American Institute of Banking in New York City. She was a member of the Wyckoff Reformed Church, a former member of the Woman’s Club of Ridgewood for over 50 years, a member of the Valley Daniel Webster Inserra Sr. Hospital Auxiliary, and a volunteer at Kurth Cottage for 41 years. She is survived by her daughters Linda McGuckin of Suffern, New York, Joan Mudronja of Cincinnati, Ohio, and Susan Anton of Mahwah, two grandchildren. She is also survived by four stepchildren: Donald Read of California, Patricia Russell of Texas, Richard Read of Maine, and Sarah Gonzales of Colorado. Barrow County funds (continued from page 3) As part of the application process, the township council held a public hearing at its Aug. 25 meeting to receive residents’ comments prior to the submission of the application. Prior to those public comments, Campion explained that the money in the trust fund has been reduced this year because the county reduced its open space tax rate from one half of a cent to one third of a cent of a property’s assessed value. In 2009, the Bergen County open space tax rate was 1.8 cents of a property’s assessed value. Campion also explained that, in the event of a County Trust Fund award of less than $22,500, the township will secure the balance of funding necessary to complete the project, or modify the project as necessary. Audrey Artusio of Miller Road asked where the township would get the matching funds and if the matching funds would raise taxes. Campion replied that the matching funds would come from the township’s open space trust fund, which is funded by a municipal open space tax of one percent of a property’s assessed value, and would not raise taxes. Following that explanation, Artusio said, “I’m in favor of open space for Mahwah.” Susan Stedtler of West Ramapo Avenue asked why the township was just seeking a grant for parks and not for acquiring open space. Campion responded that the county program for acquiring open space is a separate and larger county program that would be used if the township had a parcel of land it wanted to acquire. He pointed out that the township has, in the past, preserved three farms under the county’s farmland preservation program. When the public hearing ended, but before the resolution was passed, Campion explained that the county would make a determination as to the application’s completeness and its conformance with the scope and intent of the County Trust Fund. He advised that the township would use the County Trust Fund in accordance with its rules, regulations, and applicable statutes.
