Crossroads (continued from page 3) Gary Montroy, the township’s planning/zoning officer and construction code official, who is responsible for determining if a development application is complete, advised that, under the current law, he has 45 days to review a plan for completeness, but he will review the plans against the township’s checklist of items required for a plan to be deemed complete “as expeditiously as possible.” Montroy emphasized, however, that he is currently concentrating on helping to get people who have been impacted by the recent hurricane back into their homes. The council’s previous vote to request that the Bergen County Board of Elections place a non-binding referendum on the November ballot remains in effect. That referendum will determine the preference of the township’s registered voters on the zoning of the Crossroads property. The referendum will ask if the Crossroads property should be rezoned as primarily a retail mall, and residents will be asked to answer yes or no. The results of the non-binding referendum will not have any legal impact on the zoning of the property, especially if the plans submitted by the developer are determined to be governed by the zoning that was in effect prior to the adoption of the repealing ordinance. Ridge Road (continued from page 3) parked at the curb and could, therefore, be held legally responsible for a potential accident they could not control. That change in the location of the double line left the road scarred, however, and some motorists who use that road regularly claim that other parts of the roadway are also in need of repair. Residents of the Society Hill and Ridge Gardens condominium complexes, which are located farther south of Macarthur Boulevard, have also expressed a desire to have their section of the road paved. In January 2010, during the board of adjustment’s hearing of Pilot Corporation’s truck stop renovation application, the township adopted an ordinance seeking to place a six-ton weight limit on the trucks that could travel on Ridge Road between Macarthur Boulevard and West Ramapo Avenue. The New Jersey Department of Transportation did not support the ordinance and said there was no reasonable basis for the measure. The township council did not pursue the matter further with the NJDOT because, as part of the approval the zoning board granted to Pilot, the corporation closed its truck access to Ridge Road. Landlocked property (continued from page 10) the appropriate notice to all the neighbors entitled to receive it and re-file an application with the zoning board if they want to get approval to build a house on their property. The public hearing must start from the beginning with all the testimony and evidence concerning the application being re-presented to the zoning board.
