Carol Mae Gregory, nee Spitzer, of Mahwah, formerly of New Milford, died Jan. 8. She was 80. She was a graduate of Dwight Morrow High School in Englewood, and attended Paine Hall Nursing School in New York. She worked in the medical field for several years before raising her family. Later, she joined the accounting department at Burns & Roe in Oradell. She is survived by her children Sharon L. Gregory Maes of Ridgewood, and Robert L. Gregory of Midland Park, and two grandchildren. She was predeceased by her husband Robert. There will be Celebration of Life service at Bethlehem Lutheran Church in Ridgewood at a date to be determined. Arrangements were made by Riewerts Memorial Home. Memorial donations may be made to the American Cancer Society. The family asks that you tell your mother you love her. Kim C. Lee, nee Vondervor, of Mahwah died Jan. 11. She was 43. She is survived by her children Shaun J. Lee and Heather C. Lee, her mother Patricia Vondervor of Mahwah, her father William J. Vondervor of South Carolina, and her brothers Scott, and William. Motyka of Glen Rock died Jan. 9. He was 67. He was employed as a graphics printer for Colonial Press in Paterson, DePalma Graphics Co. in Ridgefield for 30 years, and Otis Graphics in Lyndhurst. He was a parishioner of Saint Catharine RC Church in Glen Rock and Saint Stephen’s Church in Paterson. He is survived by his wife Wanda (nee Kaszycki) Motyka, his children Jacqueline and Ronald, one grandson, and his siblings Michael and Pauline McGrogan. He was predeceased by his parents Eugene and Florence Motyka, and his brothers Thomas, and Eugene Jr. Arrangements were made by Browning-Forshay Funeral Home in Hawthorne. He had been a purchasing manager at ITT in Paramus for many years. He was a parishioner of Saint Elizabeth’s RC Church in Wyckoff, where he was a member of its choir. He was a graduate of Saint John’s University. He is survived by his children Mary Keenan of Midland Park, Joan Powers of Brooklyn, James Powers of Hopewell, and Joseph Powers of Waldwick, six grandchildren, and his brother Roger Powers of North Carolina. Stapp of Midland Park, formerly of Wyckoff, died Jan. 7. He was 83. He had been employed as a truck driver for International Paper in Tallman, New York. He was the owner of Suenram Hardware in Paterson, and HoHo-Kus Hardware in Ho-Ho-Kus. He was most recently employed as a crossing guard in Wyckoff. He was a member of the Hawthorne Gospel Church and a member of its choir. He also attended the Franklin Lakes Baptist Church in Franklin Lakes. He is survived by his wife Elizabeth (nee Suenram) Stapp, his children Donald Stapp of Bradley Beach, Barbara Wurster of Fallston, Maryland, Linda Stapp of Wellesley, Massachusetts, Edward Stapp of Wyckoff, Eileen Gumienski, Judy Larrondo of Union Beach, Richard Stapp of Eastford, Connecticut, Joanne Miller of Lawrenceville, and Thomas Stapp of Wyckoff, 17 grandchildren, and nine great-grandchildren. She graduated with a B.A in theater arts in 1959 and a M.A. in speech in 1966 from Emerson College. She taught English and directed musicals at Mamaroneck High School. She was an adjunct professor of speech and communications at Montclair State University and Ramapo College for the last 26 years. She was a member of West Side Presbyterian Church in Ridgewood where she taught Sunday school, was a deacon, and directed many of the church’s productions. She was a member of the Hillside Players, PEO Chapter J, a Professional Educational Organization, and the Ridgewood College Club. She is survived by her husband Lincoln John Stulik, her daughter Jessica Stulik Molnar, son-in-law Ludwig Molnar, and her granddaughter Katelyn Molnar. Arrangements were made by C.C. Judge De La Cruz denied the township’s motion and granted the plaintiffs’ motion on the procedural basis that the council did not discuss the reasons it chose to adopt the ordinance during its public hearing so those reasons could be listed in the official minutes of the hearing. She accepted the plaintiffs’ argument that a zoning ordinance that is not consistent with a municipality’s master plan may be adopted only if the reasons for adopting the ordinance are contained in a resolution and recorded in the minutes of the public hearing. She also accepted the plaintiffs’ assertion that the council did not discuss the reasons for passing the ordinance at the public hearing and, as a result, those reasons were not included in the minutes. The township did not dispute the fact that the reasons were not specifically discussed at the hearing and in the minutes, but argued that the reasons were stated in the resolution the council passed contemporaneously with the ordinance, and the minutes of the hearing direct the public to the resolution that contained the reasons. Judge De La Cruz pointed out, however, that the state law passed by the legislature in 1975 and amended in 1985 requires the reasons to be in the resolution and recorded in the minutes of the hearing. She found that the law was unambiguous in that regard. “This court’s decision is based solely on procedural grounds,” Judge De La Cruz stated. “This court makes no rulings on the substantive issues raised in either the defendants’ motion for summary judgment or in the plaintiffs’ cross motion for summary judgment.” The idea of permitting wellness and fitness uses in the township’s industrial zones originally arose when The Valley Fitness and Wellness Center, which was affiliated with the Valley Hospital in Ridgewood, proposed to operate a health and wellness center in the GI-80 zone on McKee Drive. When the original ordinance was invalidated in 2007, however, the hospital decided not to appeal that judge’s ruling and dropped its plans for a fitness and wellness center in Mahwah. The township still proceeded to amend the ordinance, and it was reintroduced and adopted in 2009. The township’s four GI-80 zones are located in the Fardale section near the Wyckoff border, between Island Road and the Conrail right-of-way off McKee Drive near Route 17 and Macarthur Boulevard, west of Franklin Turnpike opposite police headquarters at the intersection of Siding Place and King Street, and in the northern part of the township at the end of Christie and Cedar Hill avenues. There are two IP-120 zones in the township. One extends from the Ramsey border and Macarthur Boulevard to north of Corporate Drive. The other extends from the Conrail right-of-way to Ramapo Valley Road and Railroad Avenue.
