She sang in the choir of Immaculate Heart of Mary Church in Mahwah, and was a member of Saint Joseph’s Mother’s Club in East Rutherford, and the Knights of Columbus Saint Francis of Assisi Council #4524 Ladies Auxiliary. She is survived by her children John Czarnogursky Jr. of East Rutherford and Debra Cooney of Moonachie, five grandchildren, and her siblings Ellen Pointer of South Carolina and Robert Hickey of Pennsylvania. She was predeceased by her husband John Czarnogursky Sr., and her sister Gertrude “Bunny” Connerton. Arrangements were made by Kimak Funeral Home in Carlstadt. Chester F. DeGroat of Mahwah died Jan. 1. He was 81. He retired from Lederle Labs in Pearl River, New York. He is survived by his children Chester Jr., Jack, Thomas, Kathy Miranda-DeFreese, Donna DeGroat, Lila Yacopino, and Melissa Pitt, 10 grandchildren, and four great-grandchildren. She was a member of Ocean Drive Presbyterian Church. She graduated from Rutherford High School in 1937, and Lasell Junior College (now Lasell College) in 1939. She is survived by her children David Manning of New York, Douglas Manning of Florida, and Jeri Wilson of Connecticut, two grandchildren, and four great-grandchildren. She was a Realtor for Don Smith Co. and for Gilsenan & Co. She was a member of Mount Carmel Church in Ridgewood, serving as Eucharistic minister and as a member of the Rosary Altar Society. She is survived by her children Patrick McGillicuddy of Cumberland, Maine, Timothy McGillicuddy of Weston, Vermont, and Jean McGillicuddy of Weymouth, Massachusetts, three grandchildren, her siblings Gregory P. He was a graduate of Pompton Lakes High School and Lehigh University in Bethlehem, Pennsylvania’s Class of 1953. He was a member of Delta Tau Delta Fraternity. He joined the family business, Reinauer Transportation Companies, based in Newark and Staten Island, New York. The company is now known as Reinauer Maritime Group based in New York and Boston, Massachusetts. He was a member of the Ridgewood Country Club, Navisink Country Club, New York Athletic Club, and Mid-Ocean Club, Bermuda. He is survived by Cissi McEneaney, his children Dean Allison Reinauer-Murray of Sparta, Christian Franklin of Sparta, and Curtis Darrell of Quincy, Massachusetts, and three grandchildren. As such, it could have far reaching impact on other cases, he said. Ira Weiner, the attorney for Parents for Safety, a nonprofit group of parents who opposed Pilot’s plan before the zoning board and appealed the board’s approval of the Pilot application in Superior Court, agreed that, from a legal point of view, the Pilot site should be shut down. Weiner noted that a condition of the zoning board’s resolution of approval requires Pilot to get all the permits required, and one of those conditions is the NJDOT highway access permit. “If they don’t have a permit they should not be open,” Weiner said. “Technically they are operating illegally now.” Pilot has continued to operate at the site. Ben Cascio, the attorney for the zoning board, doubts they will be shut down unless some action is taken, which he said is unlikely. Cascio said he was surprised by the Appellate Court’s action because it is the first time a court has required that this type of consideration be given by the NJDOT to surrounding property owners. He pointed out that the court’s reversal was not based on whether the highway access was proper, but on a procedural issue regarding NJDOT’s consideration of Pak’s objections. “The Appellate Division decision was based on a very narrow issue,” he said. Pilot’s plan to renovate and upgrade its truck stop site was approved by the Mahwah Board of Adjustment by memorializing resolution in January 2010 after 17 months of public hearings and after two previous applications, one to the zoning board and one to the planning board, had been denied. The plan ultimately approved by the zoning board included the cleanup of any soil contamination on the site, the complete demolition of the site, and its reconstruction into a fueling service station with a six-station truck diesel fueling area and a 12-station car fueling area, each with overhead canopies, and the construction of a new 4,282 square foot convenience store building. The plan eliminated 90 percent of the existing truck spaces on the property and all overnight truck parking on the site, and it permits the local police department to enforce the state’s law restricting the idling of trucks. The renovation and upgrade of the Pilot service station has been completed, and the service station is currently open and operating. The zoning board’s approval of the Pilot plan has been affirmed by Superior Court Judge Joseph S. Conte twice in two lawsuits challenging the approval filed by Paks and Parents for Safety.
