A 26-year-old Upper Saddle River man was arrested Dec. 7 in Paramus after a two-month investigation into several incidents that were reported to several local police departments wherein an adult male attempted to lure juvenile females, all of whom were under the age of 16, into his car and verbally direct lewd sexually explicit language toward the children. During the reported incidents, Shahan Achian was operating either a 2008 black colored Cadillac Escalade SUV or a 2011 black colored Infinity. During the course of the investigation, it was learned that on the dates and times of the reported incidents, Achian was in the vicinity of each of the incidents. Achian’s physical description and the vehicles he used matched the descriptions supplied by the victims. The alleged incidents occurred on the following dates and in the following jurisdictions: Oct. 16 and Nov. 7 in Montvale, Oct. 20 in Glen Rock, Oct. 21 in Ho-Ho-Kus and Ridgewood, and Oct. 25 in Allendale. The arrest was announced by Bergen County Prosecutor John L. Molinelli and Chief Jeremy Abrams of Montvale, Chief George Scherb of Allendale, Chief John Ward of Ridgewood, Chief Frederick Stahman of Glen Rock, and Chief John Wanamaker of Ho-Ho-Kus. The suspect has been charged with luring/enticing of a child and endangering the welfare of a child. The arrest came about as a result of an investigation conducted by members of the Bergen County Prosecutor’s Office Sex Crimes and Child Abuse Unit under the direction of Chief Steven Cucciniello, and the Montvale, Allendale, Ridgewood, Glen Rock, and Ho-Ho-Kus police departments. tions noted: Montvale: two counts of luring/enticing of a child (second degree) and two counts of endangering the welfare of a child (third degree). Allendale: one count of luring/enticing of a child (second degree) and one count of endangering the welfare of a child (third degree). Ridgewood: one count of luring/enticing of a child (second degree) and one count of endangering the welfare of a child (third degree). Glen Rock: one count of luring/enticing of a child (second degree) and one count of endangering the welfare
of a child (third degree). Ho-Ho-Kus: one count of luring/enticing of a child (second degree) and one count of endangering the welfare of a child (third degree). Bail was set by Judge Edward Jerejian, J.S.C. at $200,000, no 10 percent option, no contact with the victims, after which, Achian was remanded to the Bergen County Jail in lieu of bail. Arraignment dates will be set by the individual police departments. Prosecutor Molinelli states that the defendant is presumed innocent until proven guilty beyond a reasonable doubt.

In an effort to provide reliable communications with residents and businesses in the borough, the Upper Saddle River Police Department recently implemented Swiftreach Networks, Inc. as its emergency notification service provider. Swift911™ is a system that makes phone calls to specific people or areas in the event of an emergency or for sharing important information. With the Swift911 system, residents can register their cell phone numbers, e-mail addresses, and home phone numbers to receive information multiple ways. In the event of a power outage or other emergency, residents can receive Reverse 911 calls via cell phones in addition to home phones, which may not be in service. Residents must register their information in order to receive this extended notification. Residents are encouraged to visit the borough website, www.usrtoday.org or www.usrpd.net and click on Swift911 to fill out the form online to register or add additional contact information. This portal can also be used to update your contact information or remove it. Those who are unable to complete the online registration may stop by Upper Saddle River Borough Hall, the police department, or the public library for assistance. In addition, the police department has a new Facebook page that offers real time information regarding traffic and roadwork. Visit Facebook and search Upper Saddle River Police Department. Once becoming a “fan” of the page, residents will receive notifications as they are posted. Residents are also invited to check the home page of www.usrtoday.org.
