Saddle River Mayor Samuel Raia and Councilmen Michael Mutter and Michael Toomey have filed for the June 7 primary. All the candidates are Republican incumbents who will be seeking reelection in the November general election. Raia is running for a second term as the borough’s mayor. Before being elected to the borough’s top post in 2007, Raia spent two terms as a councilman and served as a member of the planning board. During his first term on the council, he spearheaded the reorganization of the police department and the creation of the borough’s 24hour police station and dispatch facility. He also headed the approval and development of the fire department’s public safety water lines and the Rinlaub Park improvement program. A long-time borough resident, Raia has spent over three decades as a corporate manager. He helped make Raia Industries the state’s largest concrete supplier. He later sold that business and developed Raia Properties and Raia Self Storage. He has served on the Hackensack University Medical

Center Board and the Boston College Wall Street Council. He is a long-time member of the Commerce and Industry Association of New Jersey, where he has served as an executive officer and a member of the board. He previously served on Governor Kean’s Insurance Advisory Board. Raia holds a bachelor’s degree in public accounting from Seton Hall University and an MBA in management from Fairleigh Dickinson University. Councilman Mutter received a bachelor’s degree from Saint John’s University, College of Pharmacy and a master’s from New Jersey Institute of Technology. He is received a Patient Safety Leadership Fellowship AHA/HRET. Mutter is pharmacy manager and director of patient
safety at The Valley Hospital. He is a member of the American Society of Health-Systems Pharmacists and of the New Jersey Hospital Association. He has served on the New Jersey Department of Health’s Quality Improvement Advisory Committee , the board of education’s advisory council, the planning board, board of health, environmental board, and the Preservation Committee. He is fire department liaison, police commissioner, and the current council president. Toomey holds a bachelor’s degree from Yale University, and logged over 40 years as a sales and marketing executive in the computer hardware, software, and service business. He now runs his own small business in semi-retirement.

The candidate grew up in North Caldwell, and graduated from West Essex High School. She later attended Seton Hall University, where she earned her bachelor’s degree in English with a minor in business. She moved to Upper Saddle River in 1992. DeBerardine was originally appointed to the council to fill an unexpired term and was later elected in 2008. He is an attorney with a Brooklyn-based private practice, DeBerardine & DeBerardine, which he operates with his daughter Elaine. He is also an arbitrator for the American Arbitration Association. The candidate has served as a member of the planning board, liaison to the zoning board, and liaison to the board of education. He has also been involved in the police contract negotiations. Born and raised in Brooklyn, New York, the councilman
is a graduate of Saint John’s University and Saint John’s Law School. He has been an Upper Saddle River resident since 1969. Before joining the council, he was active in school system, serving as PTA secretary and president, and serving three terms on the board of education. He has coached the local basketball and baseball teams. DeBerardine was a founder of the Saddle River Valley Swim and Tennis Club, which he has served as president for over 30 years. The councilman married his childhood sweetheart, Rose, 54 years ago. Their four children all attended the public school system. DiMartino is a graduate of Queens College of the City University of New York. He holds a bachelor’s degree in accounting and information systems, and is a Certified Public Accountant. He is currently a partner and chief financial officer at Kacela Capital, LLC. DiMartino is the treasurer of the USR Baseball Association, and a baseball and basketball coach. He has also served as treasurer and executive board member of the Upper Saddle River Educational Foundation.
