Library property to blossom with latest donation
by John Koster This spring, village residents can look forward to the blossoming of several newly planted daffodil and tulip bulbs donated by Ridgewood philanthropist David Bolger. However, Bolger said Ridgewood Village Hall had missed the boat for a share of the blossoms despite the December alterations to the gift ordinance. “The Bolger Foundation has provided the Ridgewood Public Library with the funding to plant tulip and daffodil bulbs throughout the entire landscape of the library’s property,” Bolger said. “The Bolger Foundation made the same offer of tulip and daffodil bulb plantings to The Village of Ridgewood, but due to the limitations of the current gifting ordinance it was tabled by the Council and could not be approved until February of 2011, which of course is too late to plant any bulbs for a spring bloom.” The newly revised gift ordinance allows the Ridgewood Village Manager to accept gifts deemed to be in Ridgewood’s best interest and not in conflict with the final approval of the council members. A previous gift ordinance had not explicitly mentioned Bolger, but was reputed to be a comment on what some people saw as his undue influence. The previous ordinance had banned Ridgewood from accepting any donations from anyone who had an application before the Ridgewood Planning Board or Ridgewood Zoning Board of Adjustment for 90 days on either side of the gift. Bolger originally withdrew from, but later completed, plans to restore the Pease Branch Library, a project that local officials had tried to accomplish for a number of years before his crew carried out the $1.7 renovation and opened the foyer to the public. The other rooms are now rented to provide the library with funding. When Bolger sent his crew to paint the columns in front of the Ridgewood Library and Ridgewood Village Hall,
and Village Manager Ken Gabbert accepted the donated services and materials, the council balked at the acceptance. Gabbert was not part of Ridgewood’s administration when the controversy over the gift ordinance erupted. Bolger then announced that he would donate no more money to Ridgewood unless the ordinance were revised to bring his donations into compliance with local regulations. The newly adopted ordinance, while reserving the right to reject any donations that raised a question of undue influence, tacitly dropped the 90-day requirement over the objections of a few residents who supported the original ordinance. Bolger, who gave $30 million to Valley Hospital a few years ago, saved and renovated the Lester Stable, which is now used as the headquarters from the Ridgewood Parks and Recreation operation and the Ridgewood Summer Camp program. He has also made donations to the Ridgewood Fire Department and funded a number of construction and decorative projects at the Ridgewood Library.

The Ridgewood Art Institute will hold its 31st Annual Regional Juried Show Jan. 22 through Feb. 6 at the institute located at 12 East Glen Avenue in Ridgewood. The juried show is open to all artists in the metropolitan area who work in a representational or traditional manner. All exhibits are held in the galleries located on the main floor of the building.

Artists may submit one original representational work not previously shown at the institute up to 44 inches framed. The entrance fee is $25 for members and $30 for non members.
