McMahon The Franklin Lakes Borough Council has promoted William Cook, a patrolman with 23 years of experience on the borough’s police force, to the rank of sergeant. Sergeant Cook was discharged from the U.S. Marine Corps as First Lieutenant in 1988 and then joined the Franklin Lakes Police Department. Since then, he has received six citations from PBA Local 150. Those citations include one presented by the borough council on April 11, 1991 for Cook’s life-saving effort on a CPR call. On March 13, 2002, he was again commended by the governing body for being part of a group of Franklin Lakes officers who responded to guard the George Washington Bridge as a result of a county-wide mutual aid alert on Sept. 11, 2001. Fifteen police officers attended the borough council’s recent public meeting during which Council President Paulette Ramsey, who chairs the council’s Public Safety Committee, explained that the recent retirement of Lieutenant Donald Osenbruck created an opening in the daily squad command and, therefore, the opportunity for the promotion which was recommended by Director of Public Safety Irving Conklin and Captain Joseph Seltenrich. Ramsey said she was overwhelmed by the attendance of the Franklin Lakes police officers which she described not only as support for Sergeant Cook but also as a confirmation of her belief that the right choice had been made. “As a council person serving on the Public Safety Committee this year with Councilman Bill Smith, it is my honor to recognize the promotion of Patrolman William Cook to the position of sergeant in the Franklin Lakes Police Department,” Ramsey said prior to Cook’s appointment. “It is my pleasure to offer this promotion to Mayor Frank Bivona and the borough council this evening. “Congratulations to Sergeant Cook and congratulations to the Franklin Lakes Police Department. I continue to be very proud of a fine department.” Bivona swore in Cook as the police department’s new sergeant with Ramsey, Smith, and Franklin Lakes Borough Administrator Gregory Hart looking on. Conklin congratulated Cook on his promotion, saying, “I’ve known Bill for 23 years and he is a fine police officer. I envision him being an outstanding sergeant and I wish him well in all his endeavors.” Conklin advised that Cook is the head firearms instructor and a member of the police department’s honor guard and he will continue with those responsibilities as they arise while immediately taking over Lieutenant Osenbruck’s squad. The garbage collection schedule in Franklin Lakes will return to one day a week starting Oct. 1. Gaeta Recycling Co., Inc. of Paterson, the borough’s garbage collection contractor, will be picking up garbage once a week from October through March for all residents. The garbage pickups for those who currently have Monday and Thursday pickups will be on Mondays. Those who currently have Tuesday and Friday collections will now have collections on Tuesdays. During the months when there is only one collection Borough’s garbage pickup schedule to change day, if that day falls on a holiday, garbage will be collected the next day following the holiday. There will be no change in the recycling collection schedule, and grass and yard waste will continue to be collected separately from garbage through the end of October. The schedule change for the pickup of garbage and recycling materials in Franklin Lakes is the result of a new contract that was awarded last year by the borough council. (continued on page 25)
