Mayor appoints Dressler borough’s construction official
by Frank J. McMahon Franklin Lakes Mayor Frank Bivona has named Raymond Dressler to a fouryear appointment as the borough’s construction official and building sub-code official. Dressler will receive an annual salary of $75,000. Bivona also named Dressler to a oneyear appointment as the borough’s zoning officer at an annual salary of $15,000. Both appointments were announced after a closed session with the borough council following the governing body’s last work session. Dressler was named acting construction official and building sub-code official in September after the previous construction official and building sub-code official, who was also the borough’s zoning officer, resigned in August Allendale’s construction code official was then appointed as the borough’s acting construction code official. That individual, along with Wyckoff’s construction code official, performed the necessary inspections pending Dressler’s appointment. Dressler is state licensed as a construction official, building sub-code official, building inspector, plumbing inspector, and mechanical inspector. He is also a certified zoning official in the State of New Jersey. He received a bachelor’s degree in business management from Fairleigh Dickinson University in 1978 and a master’s in administrative science from that university in 2006 with community development/human resources as a field of study. From Sept. 1, 2008 to Dec. 31, 2010, Dressler was the director of parks and recreation for Bergen County, where he was the chief operating officer for the parks system, which includes 9,000 square acres, divided into 21 parks, including five golf courses and a nationally-accredited zoo. In that position, he was responsible for an operating budget of over $11 million, a capital project budget of over $15 million, and the oversight of up to 500 employees during peak season. His other responsibilities included preparation of annual capital budget, human resources, community and public relations, park development, planning and coordination of all programs, and project development. Prior to his work with the county, he spent 15 years in municipal government as a working construction official/inspector with expertise in land use regulations. He was a municipal department head for over eight years, a Class II planning board member, and a planning and zoning board consultant for the City of Hackensack. He has seven years of experience in corporate financial planning and financial consulting and as a small business owner. The borough’s construction officer is the chief administrator of the construction enforcement department, which also consists of the building sub-code officer, the plumbing sub-code officer, the electrical sub-code officer, and the fire protection sub-code officer. The construction officer and the various sub-code officers are appointed by the mayor and council for terms of four years. More than one official position in the department may be held by the same person provided that person is qualified for each of the positions according to state law. struction enforcement department and its officers and employees as may be necessary to establish and provide day-to-day office procedure, provided that those rules and regulations do not conflict with, and are in accordance with, the state’s Uniform Construction Code and its regulations. As zoning officer, Dressler will have be responsible for enforcing the borough’s zoning ordinances, enforcing the borough’s property maintenance ordinances, reviewing all building permits and change of use applications for compliance with the borough’s zoning ordinances, consulting with residents who request information on zoning regulations and functions of the planning board and zoning board, and other duties that may be set forth in borough ordinances or may be requested by the mayor and council. As permitted by law, Dressler, as the borough’s zoning officer, will have the right to enter any building or premises during reasonable daytime hours in the performance of his duties. He will also have full enforcement powers for the enforcement of zoning and property maintenance ordinances, including the authority to issue summonses.
