Mayor-elect Patrick “Bud” O’Hagan, who is an Army veteran, gave the welcoming address in the absence of Mayor Joseph Monahan; and Rev. Charles Arlin, the former pastor of Church of the Good Shepherd and himself a veteran, gave the keynote address, calling for an overhaul of the system that allows only 1 percent of the population to serve in the US Armed Forces.
