Alternate location sought for T-Mobile monopole

Franklin Lakes Mayor Frank Bivona announced at the borough council’s last public meeting that he and Borough Administrator Gregory Hart have been trying to find a better location for the T-Mobile Northeast, LLC wireless communications monopole that has been proposed for a location behind the Urban Farms Shopping Center. “We’re trying to find a better location which is more aesthetically pleasing to residents,” Bivona advised the borough council. Two days later, Zoning Board Attorney Robert Davies announced that T-Mobile advised him that the public hearing currently before that board would be postponed until July 18 while the borough explores the relocation issue. Davies said the borough is trying to encourage the placement of the tower on borough-owned property, and the zoning board adjourned the public hearing until July 18 at which time the board will have to decide on
the application or extend the public hearing. T-Mobile wants to construct a 130-foot high wireless communications monopole adjacent to the Urban Farms Shopping Center’s northwest rear building wall. At the last zoning board session, the applicant presented testimony from engineering, site acquisition, and planning experts. T-Mobile’s radio frequency engineer described the coverage gaps the proposed monopole is intended to fill along the High Mountain Road corridor and to the north of the site. He explained that the monopole at Ramapo High School cannot cover the gaps in the T-Mobile signal transmission because of the terrain in the area. T-Mobile’s site acquisition consultant described the efforts he made to find an appropriate location for the monopole. He explained that he and his project manager contacted borough officials by e-mail in 2010 about potential municipally-owned sites, such as the firehouse or McBride Field on Franklin Lake Road before reaching a structured deal with the Urban Farms
Shopping Center. The site acquisition consultant said he never received a response. Gregory Meese, T-Mobile’s attorney, pointed out that there was no response from the borough with respect to the McBride Field, which he said would be a reasonable location. The pastor of the Most Blessed Sacrament Church was also contacted, and was interested in locating the monopole on church property, but the Archdiocese of Newark advised it was only interested in potential monopole sites in urban parishes. Other entities, including the Indian Trail Club and the Franklin Lakes Board of Education, were also contacted, but T-Mobile claimed it received no response to its inquiries. Steve DiFlora, the chairman of the zoning board, was not satisfied with T-Mobile’s e-mail and phone efforts to contact the owners of other potential sites. He said that an official letter should have been sent to those owners through the mail with a return receipt requested.
