Van Dongen (continued from page 5) Both the Assembly and the Senate versions of the bill would revise the requirements for the delivery of emergency medical services and impose regulatory and financial burdens upon volunteer first aid squads. The council claims these changes would be unnecessary and burdensome because those volunteer squads are already understaffed and underfunded. “The emergency medical service volunteers are selfless individuals who provide aid to anyone who requires medical assistance under very difficult circumstances,” the resolution states. The document states that when someone in New Jersey calls for an ambulance, a volunteer first aid squad now responds in most areas. The resolution emphasizes that emergency medical service volunteers provide invaluable life saving services while responding to a wide variety of medical emergencies. According to the council’s resolution, the bills were based on a study that reportedly contains inaccurate and inconsistent information about the New Jersey Emergency Medical Services system. The resolution also states that the bills would remove the supervision and control of volunteer first aid squads from their respective municipalities to the New Jersey Department of Health and Senior Services, and would mandate each volunteer first aid squad to provide two emergency medical technicians on every call. Currently, New Jersey, more than 25 other states, and the Emergency services federal government require one EMT along with one other non-EMT to staff each ambulance. The resolution further claims that the bills in the state legislature would replace the Emergency Medical Technician Training Fund with the Emergency Medical Services Training Fund, and would permit individuals and agencies to use the fund for reasons other than for volunteer ambulance, first aid, and rescue squad personnel. According to the resolution, the Emergency Medical Technician Training Fund is a dedicated, non-lapsing, revolving fund that was established to reimburse any entity certified by the commissioner of Health and Senior Services to provide training and testing for volunteer ambulance, first aid, and rescue squad personnel who are seeking EMT certification or recertification. “The revisions contained in Senate Bill S-818 and Assembly Bill A2095 will result in a decline in the number of available volunteer ambulances in the EMS…and increase the financial burden on municipalities and volunteer first aid squads,” the resolution states. The council’s document also points out that the proposed legislation would place new and expanded rules, responsibilities, and requirements on municipalities that would cause additional expenses for municipalities without a funding source, thereby creating an unfunded mandate in violation of the New Jersey Constitution.
