Midland Park June 8, 2011 THE VILLADOM TIMES I • Page 5 The area allocated for equipment cabinets for the cell tower on the DPW property on Greenwood Avenue in Midland Park is being expanded. Without the enlargement, T-Mobile and Metro PCS, the next proposed lessees on the tower, would not be able to locate there. Last month the borough council passed a resolution allowing the expansion of the compound area at grade level as part of a settlement of litigation with T-Mobile Northeast LLC. T-Mobile, which had been awarded the bid to be the fourth locator on the 150-foot tower, was sued by the borough when the company failed to sign the contract following the bid award. The settlement provides for the site changes and permit issuance without planning board approval, and approves T-Mobile’s location on the tower at 120 feet. The company will pay $30,000 for the first year of the contract, with payments beginning July 10. As part of the settlement, the borough agreed to drop in writing all opposition to T-Mobile’s plans for additional antennas at 133 Glen Avenue on top of the water tank and at 44 and 80 Godwin Avenue. The application at 80 Godwin Avenue Cell operators get more space at DPW site – a joint venture with Verizon Wireless - has since been denied by the board of adjustment; 44 Godwin is pending awaiting T-Mobile’s request for action. T-Mobile will use large concrete blocks to extend the storage bin containment wall along the entire length of the existing fence on the westerly side. T-Mobile’s application had sought to locate the cabinets north of the existing equipment, but Planning Board Engineer Richard Wostbrock and DPW Foreman Rudy Gnehm determined that this location would adversely affect the current functionality of the DPW storage bins and operation. T-Mobile and Metro PCS will bear the cost of reinforcing the existing monopole. The tower was built by Sprint in 2000 for up to three locators, with Verizon and ITT co-locating soon thereafter. Technology advancements since then have made it possible to accommodate up to five locators. Sprint presently has an application in front of the planning board, scheduled to be heard on July 18, to add 4th Generation dish antennas to its existing antenna. According to expert testimony at an earlier planning board meeting, 4G service is 10 times faster in handling data, with wider channels connecting the user units to the antennas. The proposed service is also expected to provide coverage where gaps now exist. Once all co-locators are in place on the tower at the DPW site, the borough can expect to generate nearly $200,000 a year. Verizon is now paying $47,159 on its lease; Sprint, $41,440 and ATT, $42,746.
