Midland Park January 12, 2011 THE VILLADOM TIMES I • Page 3 The Borough of Midland Park is purchasing chief financial officer and tax collector services from the Borough of Glen Rock under a shred services agreement approved last week. The initial contract will run for one year. Under the terms of the agreement with Glen Rock, Kelly Lombardi, a certified municipal financial officer in the Glen Rock finance office, will be assigned to Midland Park for a maximum of four hours per week to provide statutory and supervisory functions in the Midland Park finance department at an annual cost of $15,000. Any additional hours needed, particularly Council signs inter-local agreement for CFO services during the year end/new year period, will be billed at a rate of $72.12 per hour and will have to be approved in advance by Midland Park. The Midland Park finance department staff will be responsible for the day to day operation of the department, purchasing, and budget preparation under Lombardi’s supervision. Pat McCormick, Glen Rock’s tax collector, will take over as the official tax collector in Midland Park at an annual fee of $7,500, with additional pre-authorized hours also billable at $72.12 per hour. The agreement includes a provision for yearly increases consistent with Glen Rock’s annual personnel increases, but not to exceed the state-imposed cap, which for 2011 is set at 2 percent. The agreement can be terminated by either party with sixty day’s written notice, but Midland Park may end the arrangement with only 60 days notice if it should have a substitute option for either position. Councilman Patrick “Bud” O’Hagan said that a current borough employee has been working towards certification as a CFO and would be able to assume those duties once certified. “We can’t say enough about how good we feel about this and with the way Glen Rock as a true partner has worked with us so quickly to put a best-in-class agreement together,” commented Midland Park Mayor Joseph Monahan. “The exciting part for myself and council is that this agreement is flexible, fair to both parties, crystal clear on base costs and mechanism for advanced (continued on page 6) A fifth telecommunications company plans to locate its equipment on the cell tower at the DPW garage on Greenwood Avenue in Midland Park.
