Two percent cap should present no problem, mayor says
Midland Park Mayor Joseph Monahan said last week that the borough should have no problem in staying within the state-imposed 2 percent cap this year. “We believe we have progressed towards heading off the pressures of 2011 as the state undoubtedly will struggle to provide any meaningful aid, and we will confidently meet the 2 percent tax cap levy. Even after several significant commercial tax appeals, we continue to have a healthy balance sheet and surplus that’s the envy of any town or even the state for that matter,” Monahan said in his annual message during last week’s annual reorganization meeting. He said the council has accomplished this by aggressive use of grants, competitive bidding of servicesespecially recycling, prudent expense management and expanded utilization of inter-local arrangements in the administrative areas. He noted that in 2009, the overall net tax levy increase was reduced by almost 33 percent from 2008 to 2.4 percent. The mayor noted that over the past year, the governing body has continued to meet regularly with the board of education and partner with the board on issues where the two bodies can assist each other, such as recycling, technology, greater utilization of athletic fields and infrastructure. He also spoke of progress at Memorial Library, which he said has benefited from “a new director, new by-laws, policies, procedures and an entirely new Board of Trustees resulting in significant increases in circulation and patron satisfaction as we look forward to fiscally responsible upgrades to the facilities and content offering in 2011.” Looking to the year ahead, Monahan said the governing body would “look to revamp our codes, facilitate business and consumer/resident surveys as well as consider the potential for various incentives such as short-term deferrals of incremental property taxes on improvements.” He also said the borough would continue to use its website along with printed media “to communicate progress, solicit public feedback and encourage participation in the borough governance.”
