Planners to begin hearing on surgical center

McMahon The Franklin Lakes Planning Board is scheduled to begin a public hearing on plans to build a 16,000 square foot medical surgical center on two lots at the end of Tice Road, which is located parallel to the New York Susquehanna & Western Railway tracks. In 2006, the planning board recommended a zone change for these two lots from I-2 industrial to RB retail business. The borough council approved that change in 2010. One of the two lots currently contains a residential dwelling, a detached garage, and other improvements. That lot has a McKee Lane address, but is accessed from both Tice Road and Franklin Avenue via a 20foot wide easement. The other lot has a Franklin Avenue address. That property, which is essentially vacant, contains stone rows and a stone path. Tice Road Properties, LLC, the applicant and owner of the two lots, plans to consolidate the two parcels into one, demolish all existing improvements, and build a twostory, split-level commercial building with 89 parking spaces that would be accessed from Tice Road and from Franklin Avenue. Each parking space would be nine feet by
18 feet. A storm water management improvement and a new triangular-shaped septic disposal field and tanks would also be built on the site. The existing accesses from Tice Road and from the 20-foot wide easement through Campgaw Plaza to Franklin Avenue would be modified in alignment, curbing, and grading. Water service to the site would come from an extension of a line located on Tice Road. Retaining walls with maximum heights of 3.9 feet and lighting throughout the site (continued on page 23)
