Capital funds redirected to Parker Place project
Funds raised in 2007 for major improvements to the Midland Park town hall will now be used for a longstanding road project. At its last meeting, the borough council cancelled $190,650 previously earmarked for renovations to the second floor of the municipal building and directed $150,000 of the funds to the reconstruction of Parker Place. The remaining $40,650 will be used for the downsized town hall renovations. The town hall project was scaled back earlier this year when the council merged the borough administrator and clerk positions and outsourced the CFO post following the retirement of former administrator/CFO Michelle Dugan. This vacated enough office space on the first floor to relocate the building/zoning departments to better accommodate their needs and solve structural issues on the second floor. Previous plans had included converting existing garage space into offices for the building department. The council had already budgeted $28,730 in 2008 and $50,000 in 2010 for Parker Place. The project, which is estimated to cost a total of $250,000, will include connecting storm drains from Post Street to Cross Avenue to Paterson Avenue, installing curbing and repaving. Residents have been complaining about flooding conditions on their street for years. The block-long street has no storm drains, and the existing curbing on the west side of the street is too low to contain the runoff from Post Street that originates on Godwin Avenue. Drainage work is also expected to be done this year on Wostbrock Lane. In 2009, $90,000 was appropriated but the project was never carried out. Other items included in the proposed budget are $30,000 for a pickup truck with a plow for the department of public works, $125,000 for road resurfacing, $30,000 for the DPW truck reserve, $50,000 for the fire department’s new vehicle reserve and $18,000 for a hybrid police vehicle. The public hearing on the total municipal budget of $9.7 million is scheduled for Thursday, April 28 at 8 p.m. In other action at the last meeting, the council approved advertising for bids for several capital projects funded in the 2010 budget. These include demolishing the existing 1930s bleachers at the Johnny Vander Meer Field and replacing them with a 14-ft high bleacher system, replacing the existing retaining wall by right field with a modular block wall system, and installing handicapped ramps at the DePhillips
Center and other locations throughout town. The borough has been awarded a grant from the Bergen County Open Space and Recreation Trust Fund for the recreation field projects. The $100,214 matching grant was originally secured for a canopy to cover one of the basketball courts adjacent to the DePhillips Center, but the project was withdrawn following opposition from neighbors. The borough will match these funds dollar for dollar from its own Open Space Trust.
