Before retiring, she was a guidance counselor for Cranford High School in Cranford, where she taught English. She was a parishioner of Church of the Nativity in Midland Park and a member of the Ridgewood Woman’s Club. She survived by her husband, John “Jack” Coughlin of Midland Park, her sons John III “Jay” of Ellicott City, Maryland, Brian of San Francisco, California, and Douglas of Hawthorne, five grandchildren, and her sister Jane Curtis of Massachusetts. As a volunteer with Hawthorne Gospel Church, she assisted with weekly church services and singing of hymns at local nursing homes. She also worked as a nurse’s aide caring for handicapped adults at Eastern Christian Children’s Retreat. She is survived by her husband Eugene Charles Eberth, her children Jocelyn Anne Eberth Nazzaro, and Alissa Jean Darmochwal, three grandsons, her parents George Daniel and Barbara Anne Van Wetering, and her sisters Mary Iodice and Jean Trampler. Anthony J. Giamanco of Wyckoff died April 4. He was 80. He was a U.S. Army veteran of the Korean War. Before retiring in 2001, he was director of sales and marketing for Bill Communications in New York City. He was a member of the VFW in Midland Park and a parishioner of Saint Elizabeth’s R.C. Church in Wyckoff where he was a member of the Knights of Columbus. He is survived by his wife Anne, his children Thomas, and Geralyn Curcio, both of Wyckoff, and Carol Haynes of Franklin, Massachusetts, four grandchildren, and his sister Rosalie Vitale of Port Saint Lucie, Florida. Guglberger of Franklin Lakes died April 5. He was 71. He was self-employed and the owner of Eric Armin Inc. in Oakland. The legislation defines a chronically failing school as one in which, for the previous two years, at least 40 percent of the school’s students did not pass both the language arts and mathematics subject areas of the state’s assessment tests, or at least 65 percent of the students did not pass either the language arts or mathematics subject areas. The school board argues in its resolution that public schools have experienced reduced state funding and are operating under state-imposed restrictions on local tax levy growth and the five-year pilot program would divert from $360 million to $1 billion in public funds to private schools while the state is experiencing a fiscal emergency during which its revenues are insufficient to provide adequate funding for public education. “The Franklin Lakes Board of Education opposes any government policy that would divert funds from the state’s revenue stream to private schools,” the resolution states, “when sufficient revenue is not available for the New Jersey’s public school finance law. “The Franklin Lakes Board of Education believes in school choice within the public education sector upon the mutual agreement of the school boards involved, and the Franklin Lakes Board of Education believes that public funds should not be used to support private schools.” The school board’s resolution also claims the proposed legislation would fail to address the needs of those students in the targeted districts who do not participate in the program and that the state should target improvement efforts within the public school system to ensure they reach all students. S1872 was introduced in May 2010 and sent to the Senate Economic Growth Committee. In January, it was reported from the Senate committee with amendments and is up for a second reading. A2810 was introduced in June 2010 and was referred to the Assembly Education Committee.
