Ordinance includes raise for borough employees

McMahon A salary ordinance recently introduced by the Franklin Lakes Council would increase the salaries of all employees, except members of the police department, by two percent for 2011. The ordinance includes borough employees who are members of the American Federation of State, County, and Municipal Employees Local 2274B. The members of the Policemen’s Benevolent Association, the police lieutenants, and the captain will receive a 3.9 percent increase as part of their contract agreement with the borough. The salary ordinance is expected to be adopted at the regular meeting of the council on April 20 and the following are some of the rates of compensation included in the ordinance: borough council members, $6,000; borough administrator, $156,137; borough clerk, $69,432; deputy borough clerk, $40,627; administrative assistant to mayor and administrator, $41,616; public safety director, $53,000; police captain, $141,473; police lieutenant, $138,876; construction official, $80,474; tax assessor, $33,596; chief financial officer, $107,681; tax collector/deputy CFO/payroll clerk, $59,225; superintendent of the DPW, $107,873; municipal court administrator, $62,330; recreation director, $89,376; and police chief secretary, $33,881. Salaries also include: municipal court judge, $17,000 plus $475 per court session; municipal prosecutor, $14,000 plus $375 per court session; municipal public defender, $4,500; zoning officer, $15, 605; deputy emergency management coordinator, $3,293; and shade tree director, $33,596. The 2011 salaries for the employees who are members of AFSCME are: municipal finance assistant, $36,923; planning and zoning board secretary, $42,863; police dispatchers, $28,559 to $50,240; assistant superintendent of public works, $78,417; senior mechanic department of public works, $63,267; DPW maintenance men, $32,833 to $62,339; technical assistant to construction official, $44,146; fire subcode official, $31,332; plumbing sub-code official, $21,840; deputy court administrator, $44,986; assistant recreation director, $39,363; fire prevention bureau chief, $21,994; and board of health secretary/reg-

istrar, $46,749. The salaries of PBA employees hired prior to Jan. 1, 1999 are: sergeant from $120,700 with four to five years of service to $128,902 for 18 plus years. The salaries for patrolmen hired prior to Jan. 1, 1999 range from $51,804 in their first year to $122,426 in their 18th year. The salaries of PBA employees hired on or after Jan. 1, 1999 are: sergeants from $117,184 to $128,902. Patrolmen in the Bergen County Police Academy basic training receive $41,752, and a first-year patrolman receives $51,804. That salary rises to $122,426 in their 25th year and beyond. In addition to the salary increases, the policy of paying length of service compensation to all full-time borough employees hired prior to Jan. 1, 2000 would be continued in the 2011 salary ordinance. Longevity compensation ranges from three percent of an eligible employee’s annual salary at the start of the fourth year of service up to 10 percent at the start of the 18th year of service and thereafter.
