(continued from page 5) periphery of the pond. The dredging project at Winters Pond was then scheduled to resume in September 2009, but the mosquito commission was called to other jobs, and the project was further delayed. The plan was for the mosquito commission to perform the dredging and remove about three to four feet of silt from the bottom of the pond, and to clean up the Masonicus Brook at no cost to the township. Boswell McClave, the township’s engineering firm, was to inspect and coordinate the work by the mosquito commission and inspect and supervise the dredging and cleaning project as required by the state to ensure compliance with Bergen County Soil Conservation District requirements. The Mahwah Department of Public Works removed the vegetation along the banks of the pond and brook and planned to transport the excavated material to a staging location at the township’s leaf compost area near Stag Hill Road. Once the dredging was completed, the township was to be responsible for stabilizing all the disturbed areas according to the BCSCD. The township also would have been responsible for the disposal of the dredged material, either by locating a contractor willing to accept the material, or by mixing it with compost material and giving it away. The Masonicus Brook originates in New York State and meanders southward through the Apple Ridge condominium area into Ramsey and then northward under Macarthur Boulevard and Route 17. The brook crosses back under that highway at about West Airmount Road and continues on into Winters Pond, from which it flows into the Mahwah River, a tributary of the Ramapo River. The specific portion of the stream that was to have been cleaned during this project extends from the northern limit of Winters Pond to its confluence with the Mahwah River near Ramapo Valley Road (Route 202), a distance of about 3,900 linear feet. That section of the brook is severely silted and a large amount of vegetative debris has accumulated there. According to Boswell Engineering, removing the sediment and organic debris from the stream corridor and restoring the channel to its original depth would improve water quality, re-establish the proper flow patterns, and alleviate flooding.
