McMahon The Mahwah Planning Board has approved the subdivision of a 7.7-acre site located between Skytop Drive and Wyckoff Avenue on the border between Mahwah and Ramsey. Plans for the subdivision were changed several times to address concerns expressed by the board and by some neighbors, and the board previously voiced concern about the water pressure that would be provided to the area because it would be below the 750 gallons per minute (gpm) required by the state’s Residential Site Improvement Standards. However, the board voted unanimously to approve the subdivision after Michael McGowan, the professional engineer for the applicants and property owners George and Deborah Kayal, clarified certain aspects of the RSIS requirement and the benefits a proposed new water line would provide to the area. According to McGowan, the RSIS requirement of 750 gpm is based on homes that are spaced 30 to 100 feet apart. That requirement drops to 500 gpm when the homes are 100 or more feet apart, he said. He assured the board that the homes on these lots would most likely be more than 100 feet apart. McGowan explained that, according to the RSIS, if the surrounding water service infrastructure is not adequate, the RSIS do not require the applicant to improve the water system off site. However, he pointed out that his clients have agreed to increase the size of the water line to be installed on the site from six to eight inches and to extend it to Wyckoff Avenue where it can be connected to the township’s water system in the future when the township extends its sewer and water lines to the Wyckoff border.
