(continued from page 5) pressure would increase to 670 gpm. His clients have agreed to pay for the piping and materials needed to connect the water line to the Mahwah water system. Meanwhile, the existing fire flow will not be diminished, and a new fire hydrant will be installed on Wyckoff Avenue. McGowan told the board that, in his opinion, this subdivision will be an improvement to the area. “The new water line will be a big improvement to the fire flow in the area because it will allow for the future looping of the system, and we will be contributing to the offsite improvement. So I feel we are doing everything we can (to address the board’s water service concerns),” McGowan said. Justin Mann, the township’s water expert with Malcolm Pirnie, the township’s environmental engineering consultant, agreed with McGowan’s assessment of the improvement. Mann said the applicants are meeting their responsibility, but the larger benefit will be realized when the water line is looped, and that is a township responsibility. Asked if he was satisfied that the water flow in this area is adequate, Mann said he was not satisfied with the water service in this part of the township because it does not satisfy the fire pressure standards. Mann acknowledged that, according to state law, there is a limit as to what can be imposed upon a developer. He added that he would favor the approval of the subdivision, although he recognizes its deficiencies. Board member John Speich asked if the township has plans to loop the water line in the near future. John DaPuzzo, who is a planning board member and president of the township council, responded that he hopes the council will move forward with extending the sewer system and looping the water line in this area. “I can’t speak for the council,” DaPuzzo said, “but I think it makes sense to do it and I think it would be smart to do it.” Mayor Richard Martel, who is also a member of the planning board, said, “I agree with John, but with the current economic situation, I can’t say when it would be done.” The board approved two variances for deficient lot depth and two for deficient frontage, and added conditions to the approval such as the creation of a homeowners’ association to maintain the water quality retention basin proposed for the site, making a monetary contribution to the township’s sidewalk bank and the eventual extension of the water line, and installing a fence around the water retention basin if it is found to be necessary. The subdivision calls for eight lots, including one fullydeveloped lot on Skytop Drive with cul-de-sac access to the subdivision from Skytop Drive south of the elbow turn, with six of the lots having frontage on the cul-de-sac and two of the lots continuing to have frontage on Wyckoff Avenue. Division Place, the strip of land that separates the property from Ramsey, will be located at the rear of the lots that will front on the new cul-de-sac. Each of the lots will contain a new dwelling, except the existing lot on Skytop Drive and the northernmost lot on Wyckoff Avenue, where the existing house will remain.
