Before retiring in 2004, he was and president and owner of CBC Consulting of Mahwah. He was a parishioner of Saint Paul’s R.C. Church in Ramsey. He is survived by his sons Tanggol of Redding, Connecticut, Bayani of Pittsburgh, Pennsylvania, and Raoul of Ocean City, and his siblings Mercedes Caes of Mahwah, Honesto of Kissimmee, Florida, and Joel of Toronto, Canada. Mathesius (continued from page 3) “It is a well known fact that colleges and university students frequently utilize municipal services, especially those of public safety: police, fire and emergency medical services,” the resolution states. The resolution also points out that the New Jersey League of Municipalities deems it vital and crucial to alleviate the tax burden of the residents and businesses of said municipalities and communities where tax exempt universities and colleges are located. The league asserts that all colleges and universities that use municipal services should pay for them. The council was mixed in its support of the resolution, and approved the measure by a 4-3 vote. Council members Samuel Alderisio, Lisa DiGiulio, and Harry Williams voted against the resolution, while council members Allan Kidd, Roy Larson, John Roth, and John DaPuzzo voted in favor of passage. Williams said he was uneasy with taxing students because those students will already have debts of tens of thousands of dollars and they struggle to go to college. He pointed out that the township does not charge a fee to anyone else who receives township services, and he said he struggles with any tax that goes after young people. DaPuzzo pointed out that the colleges do not pay any tax to the municipality and the township’s residents are, therefore, paying for the one emergency call per day that is required by the college. Williams countered that the township does not charge people who have accidents in the township for fire and police service. “We don’t tax any public user,” Williams said, “but we are ready to tax students.” Kidd noted that the township taxes residents and they subsidize the college. Williams said he had no problem taxing the college. DaPuzzo pointed out that the township cannot tax the college. Roth emphasized that the resolution is an attempt to relieve the tax burden on residents. Referring to the college, Roth said, “They use our services and don’t pay taxes and they are subsidized by our taxpayers without any reimbursement, so from my perspective it’s protecting township residents.” Larson noted the college charges the students many fees, and this would just be another fee for the students. DiGiulio said she would prefer asking the New Jersey Legislature to give the township a reimbursement for the costs to service the college, and she agreed with Williams. Alderisio explained his negative vote, saying $100 was a lot of money to charge the students. He asked why it could not be $25. He added, “Why not charge anyone who uses these services?” F.J.
