McMahon The Mahwah Township Council has passed a resolution that urges the New Jersey Assembly and Senate, along with Governor Chris Christie, to act swiftly to rescind the decal requirements that are stipulated under Kyleigh’s Law. That state law requires that red decals be placed on the license plates of vehicles driven by new drivers, most of whom are teenagers, to make them readily identifiable to police. It is the first teen driver-decal program in the nation. The law, along with other companion rules, took effect on May 1. The new law applies to all drivers with a special learner’s permit or first-year provisional or probationary licenses. The red decals are available for $4 each at the Department of Motor Vehicles. The law also imposes an 11 p.m. curfew for these drivers, but exemptions exist for work or religious practices. The law allows only one passenger in the vehicle, instead of the prior unlimited number of household members plus one unrelated passenger. However, if a parent or guardian is a passenger, more passengers are permitted. New drivers are still prohibited from using any type of cell phone, including hands-free devices. Drivers who were licensed before the law changed must abide by the new rules. These restrictions will be lifted after new drivers complete a full year of driving without any infractions. They can then get a driver’s license with no restrictions.
