McMahon The Mahwah Township Council has approved funding, not to exceed $9,400, for Boswell McClave’s professional design engineering services for the proposed improvement of the Veteran’s Park on Franklin Turnpike. The council expects to have this project completed before Veterans Day (Nov. 11). Michael Kelly, a professional engineer for Boswell McClave, advised the council that the improvement to the park involves a revitalization of the property, not a total reconstruction. He described the conceptual plan prepared by Boswell McClave for the Mahwah Beautification Committee, explaining that the existing plantings along the park frontage on Franklin Turnpike would be removed along with the asphalt walkway. Plans call for the existing sidewalk to be replaced with a stamped paver design concrete sidewalk, while the existing Veteran’s Park sign would be relocated to the center of that part of the site facing Franklin Turnpike. Shrubs would be planted behind the sign, which would be illuminated by an up-light. Six Leyland cypress trees between eight and 10 feet high would be planted in an arc behind the sign with Green Mountain boxwood plants extending in a curve to Miller Road and East Ramapo Avenue. The new sidewalk, with benches and path lights, would replace the existing sidewalk on the interior of the park and would extend from the four corners of the park to a circular area at the center where two large monuments and room for two more would be located on a bed of stone with a flagpole at the center of the circular area. The flagpole would be illuminated by two up-lights and the circular area would be surrounded by shrubs and benches. Two pink dogwood trees would be planted on the north and south sides of that circular area. Plans also call for a stamped concrete sidewalk that would extend along East Ramapo Avenue and the part of Miller Road near the railroad tracks. A grouping of cypress trees and shrubs would be located at the railroad end of the park in the same curved manner as the ones along the Franklin Turnpike side of the park and a barrier-free access ramp would be added at the southwestern end of the park to avoid the stepped up walkways in that area. The four large trees on the north side of the park and the stone wall there will remain as will the two large trees on the East Ramapo Avenue side of the park, the one near the Franklin Turnpike, and two near the center circle. All the landscaping would be irrigated and concrete stairs would be installed at that end of the park where the curbs would be modified for barrier-free access and a twoto three-foot high retaining wall would be installed there to create a level area at the west end. A concrete stamped ramp would be provided on the East Ramapo Avenue side of the park and striping for a designated crosswalk from the park to the train station would also be provided. Kelly explained that the stamped concrete walkways are the most expensive part of the project, and the type of walkways that will ultimately be installed will be decided during the design phase of the project by the Beautification Committee, the administration, and the township council. The cost of the project will be mostly funded by a Bergen County Open Space grant of $94,500 that was recently received and $100,000 that is already in the township’s capital improvement account for the project. If favorable bids are received for the project, Kelly said lighting would be installed along the outside of the site and decorative trash cans and side benches would be added. “I believe it will be a nice park that will be respectful to veterans,” Kelly said.
