Highlands plan
(continued from page 3) some hesitation about agreeing to conform to the Highlands Regional Master Plan for the planning area, concern about the number of affordable housing units the township would be obligated to provide if the township does not conform to the Highlands Council Regional Master Plan motivated the governing body’s decision to indicate its intention to conform to that plan. The overall Highlands area covers 1,343 square miles in the northwest part of the state, stretching from Phillipsburg to Ringwood and spanning seven counties and 88 municipalities. The Highlands area yields approximately 379 million gallons of water daily and is a vital source of drinking water for over five million residents of New Jersey. The Highlands Council was formed in 2004 as a result of the state’s Highlands Water Protection and Planning Act (Highlands Act) that was signed into law in August 2004 to preserve open space and protect the state’s diversity of natural resources including the water resources that supply drinking water to more than half of the state’s residents. The Highlands Council Regional Master Plan was approved in July 2008. The township had to indicate to the Highlands Council its intention to opt-in to the Highland Council Regional Master Plan last month and must now submit its COAH Housing Element and Fair Share Plan to meet COAH’s third round affordable housing regulations by June 8.
