(continued from page 3) we believe it deserves full funding as we go forward.” According to Mahwah Business Administrator Brian Campion, the township received a $15,000 grant from the Highlands Council to take an initial look at the project and another $50,000 to prepare an analysis of the first seven modules of the project. The township was looking to get another $50,000 to carry out a master plan implementation in 2010. “The governor apparently took the money,” Campion said, “so there’s not going to be any grant money for us to do that master plan conformity work in 2010 unless Mahwah wants to fund it by itself, and there is no money in the (local) budget to do that.” One of the major benefits of the township conforming to the Highlands Council Regional Master Plan was that Mahwah’s Council on Affordable Housing obligation would be reduced from 783 units to 72 units. Burgis advised that those 72 units would be reduced to zero because of the affordable housing credits the township has accumulated. Campion pointed out, however, that the governor has suspended COAH regulations for 90 days, and there is a bill in the New Jersey Senate that, if signed into law, would eliminate COAH. Campion also said it is not clear if the Highlands Council will continue to exist because Governor Christie’s transition team recommended the elimination of the Highlands Council since the New Jersey Department of Environmental Protection is currently issuing all the regulation permits for the council. Asked what will happen if the Highlands Council is eliminated, Campion said, “To answer your question, we’re waiting to get information on the status of the availability of the grants for the master plan conformance implementation. It appears that funding does not exist, and we don’t have that funding in our 2010 municipal operating budget, so it is difficult at this point to fund that work, but we are waiting to receive additional information from Trenton.”
