The Ramsey Council met last week, but did not render its decision on Judge Joseph J. Rotolo, who is Mayor Christopher Botta’s nominee for municipal court judge. “The council has not taken action on Mayor Botta’s nominee,” Councilman Bruce Vozeh confirmed. “At last night’s meeting, there was no council discussion of the appointee as Mayor Botta asked that the council consider Mr. Rotolo’s appointment at the next meeting. The only question before the council for consideration and the sole focus of our discussions at the next meeting on this issue will be in regard to the Mayor’s appointment of Mr. Rotolo.” Mayor Botta made the nomination at the Jan. 13 council meeting, and the council has 30 days from that time to make a decision on the appointment. Rotolo, who is a long-time Ramsey resident, has been receiving letters of support, which have been delivered to borough hall. However, sources familiar with the situation have confirmed that some of the council members support another candidate. That candidate’s name has not been released. “I’m comfortable with my nominee,” Botta said last week. “We need an experienced judge, especially since we will be moving court sessions from three nights a month to two nights a month.” This change, he noted, will leave the judge less time to handle multiple cases. Botta explained that, when he made the appointment, he did not call a vote because he did not have the support of

the full council. He said he hopes to have a majority in the near future. If confirmed by the council, Judge Rotolo would replace Judge Vincent Marino, who was not reappointed after his most recent three-year term expired on Dec. 31, 2009. Marino had served the borough for 35 years, and is highly regarded. Rotolo is currently the municipal judge in Palisades Park, and serves as city attorney in Garfield, township attorney in Rochelle Park, zoning board attorney in Hasbrouck Heights, and tax appeal counsel in South Hackensack. He is also a member of the Bergen County Ethics Board, which he joined in 2007. Botta previously said that Rotolo’s experience in law, and as a sitting judge, combined with his personal knowledge of Ramsey, made him the top candidate for the job. Rotolo holds a bachelor’s degree in business administration from Villanova University and a juris doctorate (cum laude) from Seton Hall University School of Law. He was admitted to the bar in New Jersey in 1980 and in New York in 1990. He was admitted to the U.S. Third Circuit Court of Appeals in Philadelphia in 1995 and to the U.S. Supreme Court in 1997. He has practiced municipal law for over 25 years and has served as a special counsel in various municipalities in the counties of Bergen, Essex, and Sussex. He served as co-chairman of the Bergen County Bar Association
Municipal Law Committee in 1995, 1996, 2003, and 2006. He has appeared before planning and zoning boards and has criminal and civil trial experience at every level. Rotolo has also served as public defender in Palisades Park, Fort Lee, Saddle Brook, and Little Ferry; attorney for the Palisades Park Board of Education; Assistant Bergen County Counsel; and attorney for the Bergen County Parks Commission.
