Before retiring, he was manager of IBM in Franklin Lakes. He was a Eucharistic minister, Lazarus minister, and parishioner of Saint Paul’s RC Church in Ramsey. He was a member and fourth degree Knight of the Ramsey Knights of Columbus, a member of Activities Unlimited in Wyckoff, president of the board of directors in Ridge Gardens in Mahwah, former president of Kiwanis International’s Sleepy Hollow, New York chapter, and a member of pastoral care of Valley Hospital. He is survived by his wife Norma Addessi, his children Carol Frappolli, and Nancy Addessi, his stepson Daniel Vicino, four grandchildren, and four great-grandchildren. He was predeceased by his first wife Susan, and his son Richard Addessi. Arrangements were made by Van Emburgh-Sneider-Pernice Funeral Home in Ramsey. Memorial donations may be made to the American Heart Association or to the Disabled American Veterans Association. Clara Caporaso, nee Haselman, of Franklin Lakes died Aug. 17. She was 94. Before retiring, she worked as a police dispatcher for the Moonachie Police Department. She is survived by her daughters Claire Cyriay of Park Ridge, Beverly Smith of Franklin Lakes, and Joyce Elia of Hawthorne, 10 grandchildren, and 14 great-grandchildren. Rawl of Las Cruces, New Mexico, and Frances Unser of Blaine, Washington. Chai Lifeline (continued from page 16) stable, and domestic character; and he told the board it defines “family” as “a group of persons functioning as a single housekeeping unit and whose relationship is of a permanent, stable and domestic character as distinguished from non-familial institutional uses, such as boarding homes, fraternities, sororities, clubs, associations, transient housing, or other similar forms of housing.” Burgis referred to testimony by Chai Lifeline’s director of communications during which he said it was stated that this dwelling is not the home of people who stay there for short periods of time, but it is a respite for them, and “then they simply go home.” He pointed to the use of the dwelling by Chai Lifeline, with a caretaker and check-in and checkout to and from the facilities, and said, “None of that suggests to me they are using the building as a home. None of that is related to how a single family home is utilized.” “It appears that this is transient housing,” Burgis said, explaining that the International Building Code defines transient housing as “primarily transient for less than 30 days” and that describes a hotel or a bed and breakfast facility. “Within that context, this use conflicts with the definition of family and the master plan’s encouragement of neighborhood stability, and so the zoning officer reached the proper conclusion,” Burgis told the board. “They need a use variance because this is not a single family use.” At that previous meeting, Liebman cited several court decisions prohibiting municipalities from restricting the use of dwellings for short stays of unrelated people, but Burgis maintained the facts in those cases were distinguishable from the facts in this case because the Chai Lifeline house is not the home of the people using it. “Your own testimony is that this is not their home, and I think there is a distinction here,” Burgis emphasized. Asked by Liebman if the Chai Lifeline house is a single family house, Burgis replied, “The building is a single family dwelling, but what is proposed is not a single family dwelling use. It’s a retreat for respites.” After the vote, the board immediately began hearing testimony in Chai Lifeline’s application for a use variance to permit the organization to continue to use the house as it has since 2007.
