After more than a year of hearings, the Midland Park Board of Adjustment gave its approval earlier this month to Omnipoint/T-Mobile to erect nine whip antennas on the Ridgewood Water tank at 133 Glen Ave. The antennas are designed to address the gaps in service that other structures in the area cannot fill. Omnipoint/T-Mobile proposes to install nine antennas attached to the railing of the water tank at a height of 84.4 ft., the minimum height for adequate coverage, according to previous expert testimony. Local ordinances allow a maximum height of 35 ft. in a residential zone. The 86.5-foot tall tank also hosts antennas for Ridgewood emergency services. Three 6-ft high equipment cabinets previously slated for the back yard, will be installed at the front

of the 75 by 148-ft. property to eliminate the need for a rear-yard variance. All cable, telephone and electric service connections will be underground. The applicant needed a use variance because telecommunications antennas are only a permitted uses on municipally-owned property. The board imposed several conditions on the applicant before unanimously approving the application. • Installation of 8-ft. high sound attenuation walls on three sides closest to the property line, with the possibility of having to install the fourth wall at a later date, for which a variance would be required. This had been recommended by the acoustics expert. • A post-installation sound test to be conducted to assure the noise from the generator is within allow-

able levels. • Extend the berm in front of the property to the end of the fence area to hide the generator from view, provided that there are no obstructions to prevent the requirement. • Posting of a two-year maintenance bond on all plantings. As they had done at previous meetings, several neighbors questioned the witnesses and expressed objections to the granting of the necessary variances. Board Attorney Douglas Doyle cautioned the board that the fear of health hazards to neighbors or the belief that property values would be affected due to the new antennas could not be considered when voting on the application.
