Former councilman seeks assistance with curbs
by John Koster David Duffy, who served two separate terms on the Allendale Borough Council, once again asked the governing body to install proper curbs on the street uphill from his Knollton Road residence. The need, Duffy said, was reinforced by a recent storm that turned parts of his property into the semblance of a lake. “It was absolutely torrential,” he said. Duffy has spoken at a number of council meetings over the past few months, urging the council to install either Belgian block or segmented concrete curbing, but not asphalt, when repaving Knollton Road. Each time, Mayor Vince Barra told Duffy the borough has discontinued the policy of providing free curbing along with repaving for the most pragmatic of reasons: lack of money. Duffy appeared at the last council meeting with some new information: a written site investigation report from Boswell Engineering, which serves as an engineering consultant for many Bergen County towns, though not for Allendale. The Boswell report concurred that there is a real need for some curbing to improve the runoff situation on
Knolltown Road after heavy rains. “We recommend that a concrete or granite block curb be installed,” professional engineer Kevin Boswell wrote, echoing the requests Duffy had made earlier this year. “These curbs are less likely to be damaged during snow plow operations and have a long useful life than asphalt curbs or earthen berms.” (continued on page 20)
