Nancy Ellen Davis of Hillsboro, Florida, formerly of Upper Saddle River, died Aug. 14. She was 48. She worked in sales, working for companies like MCI and Integrated Services Corp. She was an artist with a personalized crafts business. She is survived by her children Nicholas J. Englebert and Noelle P. Englebert, both of Manahawkin, her parents Richard R and Betty Ann Davis of Mahwah, her siblings Dr. Steven S. Davis of Sturgeon Bay, Wisconsin, Douglas T. Davis of Mahwah, R. Harold Dow of Upper Saddle River, formerly of Los Angeles, California, died Aug. 21. He was 62. He was a five-time Emmy Award-winning journalist who recently celebrated 40 years with CBS Network News. He began his television career in Omaha, Nebraska, where he was the first African-American news reporter to appear on air. He worked in the West Coast bureau of CBS. He reported for the CBS news magazine “Street Stories,” “CBS Evening News” with Dan Rather, “Sunday Morning” and the legal series “Verdict.” He received a George Foster Peabody Award for a report on runaways, a Robert F. Kennedy Award for a story on public housing, an RTNDA Edward R. Murrow Award, an Operation Push Excellence in Journalism Award and was recently recognized by the National Association of Black Journalists for his report on Medgar Evers. He was a member of Mount Olive Baptist Church in Hackensack. He is survived by his wife Kathy, his children Joelle Dow Ballariel of Katy, Texas, Danica of New York City, and David of Upper Saddle River, his mother Williene Dow of Hackensack, his siblings Judge James Dow of Hackensack, Delores Barnes of Hackensack, Gail Gandy of North Carolina, and Karen Williamson of Mahwah. Kaulfers, nee Komenda, of Ramsey died Aug. 23. She was 62. She was a teacher in the Lodi and the Ramsey public schools. For the past 22 years, she taught special education in the Eric S. Smith Middle School in Ramsey. She is survived by her husband Walter R. Kaulfers, her daughters Gwen Pra of Oakland and Christine Vonderhaar of Cincinnati, Ohio, two grandsons, and her sisters Jane Wright, Carol Komenda-Sprague, and Nora Komenda. Richard Mizenko of Casa Grande, Arizona, formerly of Ramsey, died Aug.17. He was 65. Porcelli of Waldwick, formerly of Hawthorne, died Aug. 22. He was 84. He was a U.S. Navy veteran of WWII. He had worked as a shift manager for Modern Decoration before taking a position as store manager of the Garden State Farms store in Ramsey. He was a parishioner of Saint Anthony’s R.C. Church in Hawthorne. He is survived by his children Vito Porcelli of Ridgewood and Joanne Irvolino of Midland Park, and one grandchild. He was predeceased by his wife Jean (nee Savino), his parents Pasquale Porcelli and Rose (nee Salerno), and his siblings Lena and Vincent Porcelli. Barra said that if Allendale failed to comply with the state-imposed two per cent budget cap, the borough would lose $1.3 million in state aid, a vital component of the borough’s $12 million budget. This year, Allendale suffered a $165,000 cut in state aid, and losing state aid next year would be a serious blow. “We already know where some of the numbers are and we’re in a lot of trouble,” Mayor Barra said. “The more information we get, the worse the picture gets.” Eliminating the salaried position of police chief following the retirement of Police Chief Robert Herndon this week with the less expensive position of public safety director, Barra said, would help enable Allendale to honor the locally-negotiated 3.95 percent increase in police salaries and cover the 11.5 percent state-mandated insurance costs and probable 15 percent pension increase. The ordinance was unpopular with police officers, not just in Allendale but around the county, and about 25 senior policemen came from as far away as Leonia to show their opposition. Some Allendale residents also opposed the wording. The ordinance as originally written, however, will be heard on Sept. 7, with the possibility of a police captain or a police lieutenant mentioned, but with the possibility of a public safety director retained. Police officers said that, in fact, the replacement of a chief with a public safety director would be a waste of money. Brian Gurney of the Bergen County PBA/chief of the Ramsey Police Department and Paul Stettner of the Allendale-Waldwick PBA pointed out that public safety directors, even if they are former police officers, are not permitted to carry firearms, make arrests, or issue summonses or gun permits. They said that the projected savings in salary and benefits did not balance well with the expense of having an unarmed and unempowered employee on the payroll. William Scharf, a lifelong Allendale resident, and Ellen Hillman and Amy Meyer, also long-time residents, urged that dispatch services be handled in Allendale for reasons of safety and efficiency, whatever else was decided. Scharf, a tow truck operator, said that having the Allendale Police Station unmanned overnight was literally life-threatening. Mayor Barra said much discussion remained and that the public would be informed, but that regionalization was in the cards because of the economic problems caused for all communities by maintaining individual police departments. “We get to see the foreclosure notices from the banks,” Mayor Barra said. “Some people who have lived here for 20 or 25 years are losing their houses because they’ve lost their jobs.”
