Page 6 THE VILLADOM TIMES III • October 27, 2010 Ho-Ho-Kus Council approves curfew for Cabbage Night by Jennifer Crusco In an effort to curb mischief on Oct. 30, the night before Halloween, the Ho-Ho-Kus Council has instituted a curfew that will keep minors off the borough’s streets between the hours of 9 p.m. on Oct. 30 and 6 a.m. on Oct. 31. The move is supported by the borough’s police department. Traditionally, the night before Halloween has been dedicated to harmless pranks, but borough officials said the “mischief” has recently become far more serious. Incidents have included property damage and, last year, borough police were called out for an assault. “Many towns around us have a curfew,” Mayor Thomas Randall said at last week’s council session. “If you don’t have an ordinance (or a resolution), people can come to your town…We need to get in step with the towns around us.” Councilman Gordon Hamm added, “I had residents call me last year about damage to homes, mailboxes, and cars.” “It’s gotten more malicious recently, Mayor Randall agreed. The council was presented with a resolution regarding a curfew that would have included both Oct. 30 (known as Goosey Night, Mischief Night, or Cabbage Night) and Oct. 31. However, after a brief discussion, the council concurred that Oct. 30 is the problem. “Parents walk with their kids on Halloween. That’s not usually a problem,” Hamm said, adding that children seeking candy treats from their neighbors are usually finished making their rounds by 9:30 p.m. on Oct. 31. “We plan to do an ordinance (in the future), so you have to decide,” Ho-Ho-Kus Borough Administrator advised the council. The governing body then opted to limit the curfew to 9 p.m. Oct. 30 through 6 a.m. on Oct. 31, and approved the resolution as amended. The document states that the council finds it “appropriate and reasonable to add a measure of protection for the residents of the Borough of Ho-Ho-Kus and for parents and children who celebrate” Halloween. Under the curfew, no individual under the age of 18 will be allowed to be on any public street or in any public place or property between the previously stated hours unless that person is accompanied by his or her parent or guardian, or unless that juvenile is “engaged in or traveling to or from a business or occupation which the laws of the State of New Jersey authorize a juvenile to perform.” The resolution further states that, during the curfew, a juvenile may “without limitation engage in errands involving medical emergencies, attend extra curricular school activities, and participate in other cultural, educational, and social events sponsored by a religious or community based organization.” The Ho-Ho-Kus Board of Education recently recognized world language teacher Rina Miraglia for her selection as the recipient of the The Coccia-Inserra Award for Excellence and Innovation in Teaching Italian (K-12).
