Ho-Ho-Kus October 20, 2010 THE VILLADOM TIMES III • Page 7 Borough officials working to retain walking path grant by Jennifer Crusco Just over a year ago, the Ho-Ho-Kus Council endorsed a grant application to the Bergen County Open Space Trust Fund that would provide the borough with $30,750 to create a walking path around the perimeter of the North Field. Although the governing body has not committed to creating the walking path, the council recently took steps to keep the grant alive. According to the recent resolution on this matter, the mayor and council “wish to enter into a grant agreement with the County of Bergen for the purpose of using a $30,750 grant award from the 2009 funding round of the Bergen County Open Space, Recreation, Farmland & Historic Preservation Trust Fund…for the project entitled ‘Gravel Walking Path around North Field.’” The resolution names Ho-Ho-Kus Borough Administrator Don Cirulli as an authorized signatory to the grant agreement contract. Cirulli is also authorized to sign all Bergen County payment vouchers related to this project. The governing body would be required to provide a dollar for dollar cash match, if the council plans to continue with this project. At this time, there is no walking path at North Field. The triangular field, bounded by Route 17 and Hollywood Avenue on two sides, is not generally used by local students when school is in session. Borough officials have said that a greater number of pedestrians would have opportunities to use a walking path at North Field than if one were installed at Lloyd Field, which is near the Ho-Ho-Kus Public School. The $61,500 tentative proposal from Ho-Ho-Kus Borough Engineer David Hals presented last year includes $5,000 for soil erosion and sediment control, $5,250 for excavation, $43,750 for a six-inch thick shale stone path, and $7,500 for topsoil, fertilizer, and seed. Plans call for the installation of a special type of stone that would allow pedestrians to walk comfortably and would still allow water to percolate through the pathway. Percolation is an important element of the proposed walking path as the North Field is now the center of the community flood mitigation plan. The field is being used as a retention area for storm water until that water can drain into the Saddle River. The mitigation project, which was completed earlier this year, involved clearing and grading the North Field, which is owned by the board of education and maintained by the borough. The site has been leveled and the raised tennis courts have been removed. A multi-purpose field and a new softball field have been created on the site. The Ho-Ho-Kus Council approved a $237,863 contract with Fredco Landscaping for the mitigation work at North Field in December 2009. The borough has received a Bergen County Open Space Trust Fund matching grant of $155,000 for this project. The matching grant required the borough to provide the other half of the funds.
